The guidance, which is expected to be released within the next few weeks and will apply to all state and independent single-sex schools in England, aims to protect girls' safety and ensure fair competition in sport. The rule will not be in breach of the Equality Act because there are exemptions for competitive sport and schools are allowed to provide same-sex services if 'objectively justifiable'. Schools will also be told to ban transgender children from using toilets or changing rooms for the gender they identify with. Huge crowds welcomed Turkey's opposition presidential candidate Kemal Kilicdaroglu last week in the Kurdish-majority cities of Agri and Van. 

It is a scene that until recently would have been almost unheard of in the country's eastern provinces, where Kilicdaroglu's Republican People's Party (CHP) traditionally received no love from the Kurdish minority. 

But frustration at President Recep Tayyip Erdogan among Kurds, who make up nearly 20 percent of the population, has pushed many to support his main rival in the presidential election next Sunday. 

"The nationalist and pro-security stance adopted by the current government has mobilised the Kurdish constituents to send Erdogan away," said Roj Girasun, director of Diyarbakir-based research centre Rawest.

Arab League foreign ministers on Sunday adopted a decision to readmit Syria after more than a decade of suspension, a league spokesperson said, consolidating a regional push to normalise ties with President Bashar al-Assad.

The decision said Syria could resume its participation in Arab League meetings immediately, while calling for a resolution of the crisis resulting from Syria's civil war, including the flight of refugees to neighbouring countries and drug smuggling across the region.

It was taken at a closed meeting of foreign ministers at the Arab League's headquarters in Cairo.

Arab League Secretary-General Ahmed Aboul Gheit said that Assad could attend an Arab League summit scheduled to be held in Saudi Arabia later this month "if he wishes to".

Responding to a question over whether Assad could participate at the summit, due to be held in Riyadh on 19 May, Aboul Gheit told a news conference in Cairo: "If he wishes, because Syria, starting from this evening, is a full member of the Arab League, and from tomorrow morning they have the right to occupy any seat."

Economist hurls false fascism charge at Zionist leader "IndyWatch Feed Africa"

An article in the Economist (How Zionism has evolved from a project to an ideology), which appeared in the Middle East & Africa section of the April 29th print edition, included the following, in the context of arguing that the current controversy concerning judicial overhaul points to a broader debate over the countrys future:

Todays tensions over Israeli democracy would have been familiar to many of [Theodor] Herzls followers. Some were secular, even assimilated Jews, whose imaginations were fired by the birth of nationalism across Europe. For those who were born into religious families, however, Zionism encapsulated the thrice-daily traditional Jewish prayer: May our eyes behold Your return to Zion.

As Herzls Zionist movement grew in the years leading up to Israels founding in 1948, it was dominated by secular Jews who divided into two main camps. Their imprint is still felt on Israeli politics today. One camp was led by Zeev Jabotinsky, a right-winger who drew heavily on European nationalism, and in some cases fascism. He argued for one flag, meaning a single-minded focus on establishing a Jewish state. He believed this should encompass not just Palestine but also modern-day Jordan. More regulatory woes for Meta: France's competition watchdog has announced interim measures on the adtech giant saying it suspects it of abusing a dominant position in the French market for ads on social media and across the broader (non-search-related) online ads market.

It's ordering Meta to suspend application of the current criteria it imposes for granting ad verification partnerships; and giving it two months to define and publish new rules for accessing and maintaining viewability and brand safety partnerships which the Authority specifies must be "objective, transparent, non-discriminatory and proportionate".

Meta must also have a transparent access procedure for the partnerships that is not based on an invitation it sends, the order also stipulates.

The antitrust intervention follows a complaint by Adloox, a French ad verification platform that sells anti-ad-fraud and brand safety services. It complained to the Autorit de la Concurrence about Meta's conduct between 2016 and 2022, accusing the company of denying it the same kind of access to its ecosystem that some of its competitors have been granted, harming its ability to provide its services.

Adloox claims Meta discriminatorily denied it access to the aforementioned viewability and brand safety partnerships despite providing such access to other companies in similar circumstances.

It also accuses Meta of abusing a dominant position by imposing unfair access conditions by providing only partial access to its ecosystem. And its complaint asked the Autorit to impose interim measures intended to force Meta to provide the sought for access.

The present conflict in Sudan once again demonstrates the abject failure of the UN and the international community to prevent or stop conflicts in Africa that have amounted to genocide and widespread human rights abuses.

In 1994 the international community stood idly by as up to quarter of a million Rwandan people were brutally slaughtered. This conflict then spilled over into the Democratic Republic of Congo, igniting a conflict that is still ongoing, causing several more million deaths. European and western lives are given priority over the lives of the rest of humanity. The US and Nato intervened eventually to stop the conflict in Bosnia in 1995 although their attempts to impose democracy there have arguably failed.

Little has been learned from the 20-year US-led unjustified war of vengeance waged against the Afghan people. In the resulting 2021 evacuation chaos, military dogs were given priority over Afghans who worked with western forces and whose lives were in danger. No accountability has been achieved for the ongoing trauma that the Afghan people are still going through. While most western citizens have been successfully evacuated from Sudan, far too little consideration is being given to the trauma being suffered by the citizens of Sudan. How many Sudanese refugees will be allowed into fortress Europe? Many of these conflicts in Africa and the Middle East have roots in European colonial abuses. There is now a serious risk of the present Sudan conflict deteriorating into crimes against humanity. When a popular uprising overthrew the autocratic government of Omar al-Bashir, their efforts to establish democracy were thwarted by the two main perpetrators of this present conflict, General al-Burhan and RST leader General Dagalo/Hemedti, both of whose forces were implicated in the Darfur genocide.

The United Nations is once again being prevented from doing its primary task of maintaining international peace by several of its most powerful states who are pursuing their national interests at the expense of the most vulnerable members of humanity.

Vint Cerf, the recipient of the 2023 IEEE Medal of Honor for co-creating the Internet architecture and providing sustained leadership in its phenomenal growth in becoming societys critical infrastructure, didnt have a perfect view of the Internets future. In hindsight, there are a few things he admits he got wrong. Here some of those mistakes, as recently told to IEEE Spectrum:

1) I thought 32 bits ought to be enough for Internet addresses.

And of course, he says, everybody laughs and says, You idiot, why didnt you use 128-bit addresses? The answer is that, back in 1973, people wouldve said, Youre crazy if you think you need 3.4 times 10 to the 38th addresses to do an experiment that you arent sure is going to work. So that was a mistake, although I dont think at the time that I would have been able to sell 128.

2) I didnt pay enough attention to security.

Before public-key cryptography came around, key distribution was a really messy manual process, Cerf says. It was awful, and it didnt scale. So thats why I didnt try to push that into the Internet. And by the time they did implement the RSA algorithm, I was well on my way to freezing the protocol, so I didnt push the crypto stuff. I still dont regret that, because graduate students, who were largely the people building and using the Internet, would be the last cohort of people I would rely on to maintain key discipline, though there are times when I wish we had put more end-to-end security in the system to begin with.

3) I didnt really appreciate the implications of the World Wide Web.

That is, Cerf says, I didnt expect the avalanche of content that went onto the Internet once the Web was made available. And what happened as a result of that avalanche is that we had to invent search engines in order to find stuff, because there was so much of it. I absolutely did not predict that search engines would be needed.

At least eight people have died in yet another mass shooting in Texas yesterday. Another report described the scene.

The shootings took place on Saturday at the Allen Premium Outlets mall about 25 miles (40km) north-east of Dallas.

The shooter was dead at the scene, local ABC affiliate WFAA TV reported, citing the Collin county sheriff.

He pretty much was walking down the sidewalk just shooting his gun outside, a witness told the station. He was just shooting his gun everywhere for the most part.

Blood could be seen on sidewalks outside the mall and white sheets covering what appeared to be bodies. At least one cellphone video taken by someone outside the mall and circulated on social media showed what appeared to be multiple dead people.

Texas allows its residents to legally carry guns without a license or training. Last August, a federal judge struck down a Texas law raising the legal age for people to carry handguns from 18 to 21.

In 2019, a shooting at a Walmart in El Paso, Texas, killed 23 people. A shooting at an elementary school in Uvalde, Texas, last year left 19 students and two teachers dead.

[Texas Governor Greg] Abbott, a Republican, has supported keeping guns as accessible to the public as possible. That is the case even as a recent poll commissioned by Fox News, whose viewers are largely Republican, found that American voters favor gun control measures and worry that they will be victimized by firearms violence.

The country of Serbia has now experienced what is common in the US, and that is mass shootings.

A man suspected of killing at least eight people in Serbia has been arrested following a massive manhunt, leaving the country reeling from its second mass shooting in just two days.

The latest shooting happened late on Thursday night when an attacker opened fire in the village of Dubona, about 60 kilometers (about 37 miles) southeast of the Serbian capital Belgrade, Serbian media reported.

He then fled the scene, before later opening fire in two other villages, Mali Orasje and Sepsin.

The suspect identified by authorities as a 21-year-old male named Uros B was arrested on Friday morning. Serbian police confiscated four hand grenades from the home where the suspect was hiding, according to RTS.

On Wednesday, Serbia was rocked by news of a 13-year-old boy opening fire on classmates at a school in the capital Belgrade. That shooting left at least eight children dead, along with a security guard.

Crosby Textor also gained much during Morrisons prime ministership, having its advisors, including Yaron Finkelstein, posted to positions in the Prime Ministers office. For Finkelstein, access to the PM was plum and exclusive.

If recent reports are are correct, Morrison is staying true to form, heading to work for a UK business with ties to the defence sector. As one source put it, He wont go until it is locked in but it is fair to say he is actively seeking life after politics. That same source also revealed that the defence business was involved in the AUKUS space.

When asked to comment on the issue, the habitually mendacious MP for Cook claimed to be very engaged with things in my local electorate and enjoying being back in my local community. Such enjoyment was evidently being shared alongside his role as advisory board member for the US-based Hudson Institutes China Centre, a position he was appointed to in December last year.

of choosing a random number between the high and low values, the
field is treated as a range with a random offset less than the step
value.  This can be used to avoid thundering herd problems where
multiple machines contact a server all at the same time via cron jobs.

The syntax is similar to the existing range/step syntax but uses a
random range.  For example, instead of "0-59/10" in the minutes
field, "0~59/10" can be used to run a command every 10 minutes where
the first command starts at a random offset in the range [0,9].
The high and low numbers are optional, "~/10" can be used instead.

On 1/5/2023, operatives were drawn from the commands operations department, SIB, Dragon Patrol, safer highway,  raiders, CP D-Coy squad, Rapid response squad (RRS) and led by the Commander Dragon patrol, CSP Graham Imade and deployed to the affected areas.

They embarked on an intensive confidence building patrol, stop and search, and show of force while acting on credible intelligence report. The Commander led raids on some identified criminal rendezvous at Evwreni, East west road, and other  black spots all in Ughelli North LGA. During the operation, fifty-nine (59) male suspects,  ninety-four (94) female suspected commercial sex workers were arrested. The following exhibit were recovered from them; three pump action guns, one locally made cut-to-size gun, one dagger, ten (10) live cartridges, one suspected stolen unregistered toyota Venza, one unregistered Mercedes benz,  one Peugeot car with registration number KJA 98 GE, nine (09) cups of loud, codeine syrup, sachets of swinol, twenty capsules of tramadol, thirty one (31) wraps of weed suspected to be Indian hemp.

The ninety-four (94) commercial sex workers have been charged to court alongside some of the male suspects, while  others have been transferred to the command headquarters  for further investigation.

The DC Operations has directed that the team sustain the tempo and ensure that sanity is completely restored in the area while calling on members of the public to make available any useful information that will help the police in the fight against crime and criminality. He reiterated that the Command is committed to its core mandate, which is protection of life and properties, among others.

Something new has to happen. In order to alter our current course, which has led and is leading to environmental devastation, we need nearly everyone to be involved. We need all hands on deck. This means that, in addition to a growing radical progressive environmental movement, we need a radical conservative environmental movement.

There is nothing impossible about radical conservative environmentalism. Yes, much of current conservative leadership is heading full speed toward further destruction, but there is no reason that this has to be so.

Our current governor and U.S. senators are not going to lead a radical environmental movement, because they are all living off the sale of fossil fuels. Their motivation appears to be mostly greed. And greed is not a conservative value. Traditionally, greed is a vice that needs to be discouraged or even punished. So they are not good leaders for conservatism in any case.

Other leaders in the current conservative world are climate deniers and make all sorts of unscientific claims. This is not conservative either this is just stupid. And stupidity is not a conservative value. There is an intelligent conservative position that needs to be part of the discussion, however unlikely it currently seems.

So we need new leaders. We need leaders who understand the need to conserve what is of value in our heritage and our traditions. And we need those leaders to be guided by the best of our traditions, not the worst of them. We need these leaders to articulate a radical conservative environmentalism, because it will be impossible to conserve our society in the midst of environmental devastation.

LAGOS MAY 7TH (URHOBOTODAY)-Last week, we sought to draw attention to the hell on the Benin- Ekpoma-Auchi Road in Edo State. During that discussion, we mentioned that this road in particular is a road which leading politicians of Edo state extraction could take on, judging from the political weight and clout that they wield. We also mentioned the names of Edo politicians who in our estimation could pull resources together and bring the network of their political power to bear on the rehabilitation of the road.

One of the things that I did not say last week is how the terrible condition of that road takes credit for many of Edos security problems kidnapping, assassinations and killings. In 2022, my church member Ella Williams was shot dead on that road, together with the spate of kidnappings that rocked Edo. Another point we failed to highlight is that these Edo political bigwigs dont ply that road. If they did, my guess is that the affliction they would pass through on that road might spur them to action.

However, while the focus last week was on this Edo road, I was to find out over the weekend that the Benin-Ekpoma-Auchi Road is not the only road in the South- South of Nigeria that is hellish. There are a great many of them. I found this out from travelling from Benin City to Kwale in Delta State to grace an occasion. To get to Kwale, you would first of all get to Agbor. From Agbor, you veer off the main/new road to your right and if everything is fine and well, you would be in Kwale within 20 minutes.

From the point that you veer off to your right to Kwale, you are to find yourself on a hill overlooking Boji-Boji Owa. What you see from atop this hill is a quaint little city spread out like unbroken china in the sun. For all of the towns and cities in this part of Delta State Ogwashi Uku, Umunede, Asaba & co, the scenery is a picturesque one. Apart from just passing through on the day of this visit to Kwale, I know these towns to be able to make a comment or two about how much development has taken place in them as a young lad, I went to a school in Delta state which I refer to as the Harvard of the Delta. According to him, this edition promises to be filled with action as both public and primary schools across the state are ready to lock horns as the top position in the competition.

Mr. Onoriode said the competition has been put together to foster in the children the love for sports, encourage team spirit and also, to expose them to the gains of the game of football.

The tournament has shown fruitful results in the past and promises to continue to be a pivot for the development of grassroots sports in the state.

He averred that the competition has been scheduled to run with preliminary matches at the Local Government level between 4th and 11th May, 2023.

The zonal, quarter final and semi final matches would hold on 15th to 18th May, with the final matches coming up on Friday 19th May, 2023.

As witnessed in the recent resounding victories of Delta State athletes in both national and international competitions, there is no doubt that the policy of catching them young which was adopted by Governor Ifeanyi Okowa led administration has begun to bear fruit, he averred.

The ISS has been orbiting the Earth since construction on it began in 1998. It has hosted more than 250 visitors from 20 countries since its first crew arrived in November 2000. "The space station has been a huge success," says Josef Aschbacher, the head of the European Space Agency (Esa), one of the more than a dozen partners in the programme. It has been a boon for international collaboration, not least between the US and Russia, who partnered shortly after the fall of the Soviet Union. "It is really one of the big international victories," says Thomas Zurbuchen, Nasa's former head of science.

But much of its hardware is decades old, which could eventually see the station become dangerous or even uncontrollable in orbit a fate that befell the Soviet Union's Salyut 7 space station in 1985, requiring two cosmonauts to revive the tumbling station. "We really don't want to go through that again," says Cathy Lewis, a space historian from the National Air and Space Museum in the US.

To prevent such a catastrophe in space from happening once more, the space station will be deorbited in 2031, bringing it through the atmosphere to safely splash down in the Pacific Ocean. This will be the largest re-entry in history and, in March, Nasa asked Congress for funding to start development of a "space tug" that might be needed to perform the task a spacecraft that can push the station back into the atmosphere. IPTV Piracy Lawsuit Against Datacamp Close to Settlement For Second Time "IndyWatch Feed Tech"

At least in theory, copyright law in both the United States and Europe should provide adequate protections for intermediaries but if a chink appears in the armor, nothing can stop rightsholders filing a lawsuit. When they do, things can get very expensive, very quickly.

According to its website, UK-based CDN company DataCamp shifts a lot of data via its CDN77 service; 120 Tbps network capacity over six continents, with 140+ private peerings connecting 3,000+ networks. In February 2022, U.S. broadcaster DISH Network filed a $32.5m lawsuit against DataCamp, claiming that it failed to deal with copyright infringing customers.

Filed in an Illinois district court, the complaint claimed that pirate IPTV services Banjo TV, Bollywood IPTV, Comstar TV, Express IPTV, Gennie TV, Gold TV, IPGuys, Istar, Red IPTV, Sky IPTV, and Zumm TV, were all customers of DataCamp.

DISH said it sent hundreds of notices requesting removal of content under the DMCA, along with copies of lawsuits and judgments relating to pirate IPTV services.

According to DISH, DataCamps response was lacking and since it failed to adopt and reasonably implement a repeat infringer policy despite having servers in the United States, the company could not rely on the safe harbor provisions of the DMCA.

Tactical Leverage Lawsuit

In a motion to dismiss, DataCamp described the DISH lawsuit as a means to gain tactical leverage over alleged direct infringers, i.e the people behind the named IPTV providers.

The company informed the court that knowledge of its customers activities would be technologically impossible since all traffic is completely encrypted, including between the providers and their customers. As for the infringement notices, DataCamp said it forwarded them to the relevant customers since they were best placed to remove any infringing content.

DISH wasted no time filing a response to DataCamps motion to dismiss and DataCamp was equally swift with its own reply. The filings revealed zero progress in the dispute and a canyon between each sides interpretation of where safe harbors end and liability begins.

There are plenty of bizarre computers around from the 70s through the 90s before the world somewhat standardized around various duopolies of hardware vendors and operating systems. Commodore, Atari, and even Apple had some bizarre machines from this era but for our money, the most unusual systems come out of the Eastern Bloc. Weve featured plenty of these before, and the latest is a Robotron CM1910 which comes to us from [Chernobyl Family] via YouTube.

Built in East Germany behind the wall, the Robotron factories had easier access to Soviet than western parts, but the latter were also available when necessary. Hence its built on an Intel 8086 processor, which seems common enough for the era, but after opening the case some non-standard construction becomes apparent.

The first is a densely-packed array of circuit boards and wiring, far beyond what a western PC might have included in this time. This also partially explains its massive 25 kg weight. It does include a hard drive, two floppy disk drives, a large dedicated graphics card, and a modem which all contribute as well. With only two space stations in orbit around Earth today in the form of the International Space Station and the Chinese Tiangong (Sky Palace) station, its easy to forget how many space stations were launched in the previous century. And the Soviet Union launched by far the most, as part of the Salyut (Russian for salute or fireworks) program. Although the program entailed both military (Orbital Piloted Station, or OPS) and civilian (Durable Orbital Station, or DOS) stations, it was the civilian stations that saw the most success, as well as the most daring rescue attempt with the recovering of the Salyut 7 space station.

Salyut 7 (DOS-6) was set to repeat Salyut 6s success after its launch on April 19th 1982, until disaster struck in February 1985. Due to a series of electrical and other faults ground communication with the space station was cut off, and the at the time unmanned space station began to gradually tumble towards the Earths atmosphere. This left those in charge with two options: leave the station to burn up in the atmosphere, or stage a rescue mission.

A recent MIT paper proposes a new method to "grow" 2D transistors on top of wafers, potentially speeding the production of ultrathin computing materials. The study claims to solve the heating and assembly problems of other methods, possibly opening new avenues for semiconductors.

Manufacturers like Intel, Samsung, and TSMC continually find ways to make ever-smaller transistors to guarantee ongoing increases in processing power each year. TSMC and Samsung have started 3nm semiconductor production as Intel looks forward to counting transistor size in Angstroms, while talk has also shifted to "2D materials" that are only a few atoms thick.

[...] One problem with building the 2D material molybdenum disulfide is heat. Growing some of its components requires temperatures over 550 degrees Celsius, but silicon wafer circuits start decaying beyond 400. Normally, manufacturers graft the 2D material onto the wafer after its production, often leading to imperfections.

The researchers instead grew the material directly onto the wafer with a new kind of kiln that separates part of the cooking process. A high-temperature zone processes the sulfur, after which it flows into the lower-temperature region where the molybdenum and the wafer are kept below 400C. The system leads to more uniform surfaces and faster production.

While the prior method could take an entire day to grow a layer, the new technique can grow a layer in under an hour. The improvement could enable growth across larger surfaces, and the researchers plan to explore stacking layers.

Its another lovely day, but Im still not altogether mobile (although my ankle is definitely improving), so what about another day on the couch, reading comics? Sure.

But before I begin readin, I want to natter on a bit about some comics I read the other day:

Yes! After almost 50 years (well, perhaps 45), Tardi has ended his Adle Blanc-Sec series! Its something of a momentous thing I read the first album when I was, like, 12, and now Im, like, old. So its a thing thats been going on, but very intermittently, for the vast majority of my life.

So I spent a day reading the preceding nine albums, along with the two tie-ins (Le Dmon des glaces and Adieu Brindavoine; you really kinda have to read at least the second of those to make sense of what happens in the fifth Adle album, Le secret de la salamandre). Ive read the first five (or seven, if you include the etc) albums many, many times I was a huge Tardi fan as a teenager. The later albums not so much, because who has time when youre a student etc.

Some of Uranus' moons likely have deep oceans lurking beneath their ice-capped surfaces, a new study by NASA shows. Two of them, Titania and Oberon, may even have water warm enough to support life. Scientists have recently pored through decades-old information collected by the veteran Voyager 2 spacecraft, which flew by Uranus in 1986 during its extended space mission. Armed with new computer modeling techniques, researchers reanalyzed the data and concluded four of the ice giant's 27 moons probably have liquid water sandwiched between their cores and crusts. The findings, published in the Journal of Geophysical Research, describe these Uranian water worlds Ariel, Umbriel, Titania, and Oberon as probably holding briny oceans dozens of miles deep. They join a growing list of water worlds being discovered throughout the solar system.

Ed Sheeran Found Not Guilty of Copyright Infringement in Thinking Out Loud Court Battle "IndyWatch Feed Tech"

Entertainer Ed Sheeran has been found not guilty of infringing on four chords used in both his song and in Marvin Gaye's hit, "Let's Get It On". The same four-chord sequence is used in a lot of songs and at a key point in the trial a musicologist testified that the same four-chord sequence has been used in popular songs many times prior to Gaye's 1973 hit. The trial took place in Manhattan in New York and the jury took only three hours to reach a unanimous decision. The two songs featured at the trial also have very different lyrics and melodies as well as different use of the common four chords. While the decision does not form a legal precedent, it is likely to affect similar cases in the future.

During her closing argument, Farkas said the case never should have been brought and that Sheeran was "unjustly accused" of copying from "Let's Get It On."

"We all benefit from artists being free to create and to build on what came before them," Farkas said, warning the jury that a verdict against Sheeran would mean "creativity will be stifled for fear of being sued."

Programming screencasts (e.g., video tutorials on Youtube or live coding stream on Twitch) are important knowledge source for developers to learn programming knowledge, especially the workflow of completing a programming task. Nonetheless, the image nature of programming screencasts limits the accessibility of screencast content and the workflow embedded in it, resulting in a gap to access and interact with the content and workflow in programming screencasts. Existing non-intrusive methods are limited to extract either primitive human-computer interaction (HCI) actions or coarse-grained video this http URL this work, we leverage Computer Vision (CV) techniques to build a programming screencast analysis tool which can automatically extract code-line editing steps (enter text, delete text, edit text and select text) from screencasts. Given a programming screencast, our approach outputs a sequence of coding steps and code snippets involved in each step, which we refer to as programming workflow. The proposed method is evaluated on 41 hours of tutorial videos and live coding screencasts with diverse programming environments. The results demonstrate our tool can extract code-line editing steps accurately and the extracted workflow steps can be intuitively understood by developers.

Despite decades long establishment of effective tutoring principles, no adaptive tutoring system has been developed and open-sourced to the research community. The absence of such a system inhibits researchers from replicating adaptive learning studies and extending and experimenting with various tutoring system design directions. For this reason, adaptive learning research is primarily conducted on a small number of proprietary platforms. In this work, we aim to democratize adaptive learning research with the introduction of the first open-source adaptive tutoring system based on Intelligent Tutoring System principles. The system, we call Open Adaptive Tutor (OATutor), has been iteratively developed over three years with field trials in classrooms drawing feedback from students, teachers, and researchers. The MIT-licensed source code includes three creative commons (CC BY) textbooks worth of algebra problems, with tutoring supports authored by the OATutor project. Knowledge Tracing, an A/B testing framework, and LTI support are included.

The popularity of open-source software (OSS) projects has grown significantly over the last few years with more organizations relying on them. As these projects become larger, the need for higher quality also increases. DevOps practices have been shown to improve quality and performance. The DORA benchmarking reports provide useful information to compare DevOps practices performance between organizations, but they focus on continuous deployment and delivery to production, while OSS projects focus on the continuous release of code and its impact on third parties. The DORA reports mention the increasing presence of OSS projects as they are widely used in the industry, but they have never been used to measure OSS projects performance levels. This study reveals that the DORA benchmark cannot be applied to OSS projects and proposes benchmarking metrics for OSS projects, being the first one that adapts the DORA metrics and applies them in OSS projects. The metrics proposed in this study for benchmarking OSS projects include Release Frequency and Lead Time For Released Changes to measure throughput, and Time To Repair Code and Bug Issues Rate to assess stability. In contrast to the DORA reports, where data is collected through manual surveys, in our proposal, data is collected automatically by a tool we developed that retrieves information from public GitHub repositories. This reduces the risk of survey-based data collection. Our study also shows the benchmark feasibility by applying it to four popular OSS projects: Angular, Kubernetes, Tensorflow, and VS Code. In addition, we proposed challenges that address the topics and future works to expand the knowledge and findings of this study. Overall, the findings of the study can help to improve future research on OSS projects and provide a better understanding and challenges of the role of DevOps practices in OSS projects.

On its face, 3D printing is pretty simple its basically just something to melt plastic while being accurately positioned in three dimensions. But the devil is in the details, and there seems to be an endless number of parameters and considerations that stand between the simplicity of the concept and the reality of getting good-quality prints.

One such parameter that had escaped our attention is pressure advance, at least until we ran into [Mike Abbott]s work on automating pressure advance calibration on the fly. His explanation boils down to this: the pressure in a 3D printer extruder takes time to both build up and release, which results in printing artifacts when the print head slows down and speeds up, such as when the print head needs to make a sharp corner. Pressure advance aims to reduce these artifacts by adjusting filament feed speed before the print head changes speed.

Crimes On Humanity: UN Visits Minneapolis to Investigate Human Rights After Pressure Campaign "IndyWatch Feed Nthamerica"

Minneapolis, MN  United Nations human rights investigators visited six U.S. cities that have been in the spotlight in recent years for police-involved killings of African Americans. The Minnesota visit comes after Twin Cities based activists organized petitions and letters to get the human rights panel to include Minneapolis in its tour. 

On May 2, the Urban League in North Minneapolis hosted two United Nations (UN) panelists and a room full of members of the Twin Cities Black American and African communities, along with the press, for a community listening session. At least 80 people were in attendance.

The UN panel is investigating the root causes behind law enforcement murders of Black people in America and how the legacies of colonialism and the Transatlantic slave trade still impact American society today. The panel is also looking into government responses to peaceful Black Lives Matter protests in recent years and possible violations to international human rights laws.

A security problem caused the public sharing of private tweets sent to Twitter Circles to users outside of the Circle, the company admitted.

Since August 2022, the Twitter Circle feature allows users to send tweets to a restricted circle of users, these messages are not visible to Twitter users outside the Circle.

As reported by BleepingComputer, around April 7, some Twitter users noticed the issue. The Guardian reported that for weeks users had been reporting Circles tweets receiving likes and views from users outside the circle.

The social network giant confirmed the problem, it started notifying the impacted users.

While it will be apparent that I am not a leading authority on the matter, some questions seem within normal  mortal grasp. Related screwy technologies included though not technically AI.

First, a flurry of alarm has broken out around the web because it is now becoming conveniently possible to make convincing but fraudulent video of people complete with their natural and naturally inflected voices. This offers delightful possibilities to wags, who might make video of Hillary bein affectionate with  a burro in a Tijuana nightclub. More seriously, we could have Trump confessing to an attempt to overthrow the government by force. China reportedly requires that such artificial video be so marked.

Next, we have ChatGPT that can, among other things, write essays in the styles of different authorsShakespeare, for example, or Mark Twain. This sounds cute, and I guess is, but has implications. One result is that a substantial number of books, mostly for kids, have been written by ChatGPT and offered for sale on Amazon. Questions arise. Should these books be marked as such? Will they put human writers out of business? Here it is worth remembering that this sort of software is in its first infancy. In ten years?

If I were to have ChatGPT write a story in the style of Twain, it would be for the thoughtful and cultivateddisturbing, but just a clever trick. But if I had it write stories in the style of the author of the Harry Potter books, mightnt they compete successfully with her books? She or her publishers own the copyright to her books, but how about her characters and her style.

This seems a real issue. Reportedly (a weasel word, but I have not researched the details of all of thise things) some outfit had ChatGPT write a song, if that is the word, in the style of some famed rapper and then had voice-imitation software perform it in the rappers voice but, I think, under another name.

This offers unsettling possibilities. Elvis could be retrieved from the dead to sing in his voice and style songs written by ChatGPT. Hillary could sing Hound Dog, as could Maria Callas. All righlt, I am enjoying myself, but it does seem that increasingly all aspect of artistic performance are readily fabricated. As such software becomes more and more accessible and easy to use, how will Warner Brothers keep teenagers from flooding the market with knockoffs?

Protesters in Port Sudan Call to Expel UN Envoy

May 4, 2023 (PORT SUDAN) A group of demonstrators largely made up of former regime supporters held a protest in the Red Sea capital calling for UN envoy Volker Perthes to leave Sudan, before storming his office.

Perthes has been operating from Port Sudan since the eruption of armed conflict in Khartoum between the Sudanese army and the Rapid Support Forces on April 15, 2023.

The demonstration began at the Alumni Club and ended at the Coral Hotel, where the UN envoys headquarters is located. Protesters chanted slogans against the UNs involvement in Sudanese affairs and demanded the envoys departure.

Eyewitnesses told Sudan Tribune that the majority of protesters were affiliated with the former regime, while others belonged to the tribal body of the Supreme Council of Beja Chiefdoms and independent groups.

Sources also reported the involvement of remnants of the former regime in the Red Sea State, who had previously organized several protests in Khartoum after the October 25, 2021 coup against the UN envoy.

Sayed Abu Amna, the spokesperson for the Beja tribal body, has refuted any connection between the council and the group that stormed the residence of the UN envoy in Port Sudan.

The Supreme Council is a peaceful civilian organization that does not condone violent means and respects the United Nations and its institutions and missions, Abu Amna added.

He pointed out that their objection to Volkers presence in the region was due to his exclusion of the regions representative in the political process, which was limited to a few fictitious individuals and entities that do not represent the diverse peoples of Sudan.

The UN envoy is part of a facilitation panel that includes the IGAD and the African Union. The role of the Trilateral Mechanism is limited to facilitating the political process, which is led and run by Sudanese parties.

SAF and RSF delegations arrived in the Saudi Red Sea city on Friday in response to a joint initiative by the Saudi and U.S. government to reach a cease-fire and bring an end to the ongoing conflict that broke out in Khartoum and some states in the Darfur region on April 15.

The joint statement welcomed the start of the direct talks between the two groups and urged both parties to consider the interests of the Sudanese people and actively participate in the negotiation process.

The purpose of the cease-fire is to spare the Sudanese peoples suffering and ensure the availability of humanitarian aid to affected areas. said the statement.

The two countries expressed their appreciation for the countries and organizations that supported the negotiation process, including Quad countries (the KSA, the UAE, the UK, and the USA), the League of Arab States, and partners from the Trilateral Mechanism (UNITAMS, the African Union, the Intergovernmental Authority on Development).

ASWAN, Egypt (AP) Sudans warring sides began talks Saturday that aim to firm up a shaky cease-fire after three weeks of fierce fighting that has killed hundreds and pushed the African country to the brink of collapse, the United States and Saudi Arabia said.

The negotiations, the first between the Sudanese military and the paramilitary Rapid Support Forces, or RSF, since the fighting broke out on April 15, were underway in Saudi Arabias coastal city of Jeddah, on the Red Sea, according to a joint Saudi-American statement.

The talks are part of a diplomatic initiative proposed by the kingdom and the U.S. that aims to stop the fighting, which has turned Sudans capital, Khartoum, and other urban areas into battlefields and pushed hundreds of thousands from their homes.

In their joint statement, Saudi Arabia and the U.S. urged both parties to actively engage in the talks towards a cease-fire and end to the conflict, which will spare the Sudanese peoples suffering.

The statement did not offer a timeframe for the talks, though it was expected the initial session could last two-three days.

The Qatari Emiri Air Force C-17 Globemaster touched down in Port Sudan, some 670 kilometers (415 miles) northeast of Sudans violence-torn capital of Khartoum. The port city has been spared in the fighting and has become one of the few safe transit points out of the country, whether by air or by ships crossing the Red Sea heading to Jeddah, Saudi Arabia.

Evacuees boarded the C-17 bearing the livery of Qatar Airways, the energy-rich nations long-haul carrier. Those who spoke to The Associated Press described facing very scary, terrifying conditions trying to leave Khartoum for the airfield.

We still faced many difficulties because of the lack of security in the country due to the security forces being occupied with the battles. We were faced by mobs on the way, said Nemat Allah Saber Ibrahim, a Sudanese doctor evacuated who lives in Qatar. Other than the burden of travel and the different checkpoints by both security forces and Rapid Support Forces. But thank God we have arrived safely to the Port of Sudan.

The negotiations would be the first between Sudans military, led by Gen. Abdel-Fattah Burhan, and the paramilitary Rapid Support Forces, commanded by Gen. Mohammed Hamdan Dagalo, since clashes broke out on April 15.

According to the three two senior military officials and one from their paramilitary rival the talks will begin in the Saudi coastal city of Jeddah on Saturday, following concerted efforts by Riyad and other international powers to pressure the warring sides in Sudan to the negotiating table.

The three officials spoke to The Associated Press on condition of anonymity to discuss the upcoming peace talks. No timeframe was given for the length of the talks.

The fighting has turned Sudans capital of Khartoum and other urban areas into battlefields and pushed hundreds of thousands from their homes. There is increasing concern for those trapped and displaced by the fighting, and aid workers and civilians have said there is a dire lack of basic services, medical care, food and water.

UN officials returning from a border town in Central African Republic say around 9,700 people have crossed over from Sudan so far and that they expect more to come.

About a third of them were Central Africans returning home.

Some have been taken in by local families whilst other have had to form makeshift camps around the town of Am Dafok.

"We are currently discussing with the minister who will decide on behalf of the government where this population will be settled," said Mohamed Ag Ayoya, the UN's top humanitarian official in the country.

Conditions in Am Dafok town are far from ideal as the rainy season started this month and the region is prone to flooding.

Outbreaks of disease, in particular malaria are worrying the World Health Organisation (WHO). And malnutrition is a concern too, if people get weak from it they will be all the more prone to getting sick.

"We are already starting to take care of the sick, at least in relation to this. We are trying to see if we can provide mosquito nets so that people can at least protect themselves against malaria," Gervais Tengomo, an emergencies officer with the WHO said.

"We are also intensifying surveillance to be able to quickly detect a possible epidemic and to be able to control it as quickly as possible," he added.

Central African Republic has many troubles of its own. The UN say more than half the population is "in need of assistance and protection."

It's been enduring its own civil war for several years which has kept it amongst the ten poorest countries in the world.

The UN says around 120,000 people also need food assistance there.

Kenya: German Chancellor in Quest for Clean Energy Deals

President William Ruto of Kenya welcomed German Chancellor Olaf Scholz in Nairobi, Friday, for the second leg of the diplomats African tour.

The German chancellor is knocking on Kenyas door, seeking clean energy partnerships after Germany had to wean itself off Russian energy imports following the war in Ukraine.

Kenya is currently Germanys biggest trading partner from East Africa. 90% of the east African nations power needs are covered by renewables with plans to fully go green by 2030.

Scholz will be visiting a geothermal power plant at Lake Naivasha on Saturday. Geothermal power is key in Kenya's energy mix and offers excellent conditions for the production of green hydrogen.

"The hope is that green hydrogen could eventually be imported from Kenya," explains a German government source.

German leaders have over the last months been sealing energy deals with a wide variety of countries after it was forced to rapidly wean itself off cheap Russian energy imports following Moscow's invasion of Ukraine.

Although Scholz government recognizes Kenya as an important economic and value partner, this tour mainly underlines the strategic importance of the continent and the efforts undertaken by Western states to counter China and Russia's overtures to the region.

Scholz will seek to rectify Russian propaganda justifying its war on Ukraine as a result of NATO's expansion zeal.

With an eye on China's huge economic investments in Africa, Scholz will also seek to "offer political and economic cooperation on equal terms," the government source said.

Malians Promised Referendum in June on Changing the Constitution

Malians have been digesting the news that there's finally to be a referendum on whether to update their constitution on June 18th.

It's supposed to move the vast country towards civilian rule after a military junta seized power in 2020.

The referendum, in which voters can choose to either accept or reject a draft already contested by political opponents, was due to have taken place in March but was postponed.

The draft would considerably strengthen the power of the president. In it, the head of state, rather than the government determines the policy of the nation, appoints the prime minister and ministers, and has the right to terminate their functions, according to the proposal.

Government spokesman Colonel Abdoulaye Maga made the announcement on state TV on Friday.

Armed movements who fought for independence for Mali's north but agreed to a peace deal in 2015 say the draft constitution doesn't take into account the provisions of the peace agreement. 

Mali has been ruled by the military junta since a 2020 coup against an elected president, Ibrahim Boubacar Keita. It has faced destabilising attacks by armed extremist groups linked to al-Qaida and the Islamic State group since 2013.

In 2021, France and its European partners engaged in the fight against extremists in Mali's north withdrew from the country after the junta brought in mercenaries from Russia's Wagner Group.

Mali's vast size and skeletal road network makes staging a referendum very challenging, even without the insurgencies in the north.

UN Secretary General Antonio Guterres has flown to Burundi for talks with its President about the conflict in neighbouring Democratic Republic of Congo.

Burundi has contributed around a hundred soldiers to a regional peacekeeping force in eastern DRC just across its border where Congo's army is fighting the rebel M23 group.

"I renew my call for de-escalation, appeasement, and restraint. Armed groups of all kinds, local and foreign, must lay down their arms in the DRC," Guterres said on Saturday after he arrived.

Eastern Democratic Republic of Congo is rich in rare minerals that are in demand across the world.

The wealth on offer has encouraged many rebel groups to form and try to seize the mines from the government.

It's resulted in many years of conflict and forced over a million people to flee to other countries.

"The fighting must stop immediately before this conflict turns into a civil war that could destroy the country and disrupt the region for years to come. All parties must defuse the tensions, come to the negotiating table, and agree to a stable and lasting cease-fire," Guterres said.

I Made Some Shroomce "IndyWatch Feed Nthamerica"

I have read about mushroom-based ketchup a while ago and I wanted to try to make some kind of condiment out of mushrooms ever since. So yesterday when shopping I bought two handfuls of button mushrooms to try out the idea. I pressed the mushrooms through a garlic press to get them into a really fine mince, but chopping them or just crushing them by hand would probably work too. I added some leftovers of dried peppery bolete  (Chalciporus piperatus), a lot of salt (about two spoons), some basil, oregano, and marjoram and I mixed it all thoroughly together. I left it in the pot overnight in the fridge and today I added two crushed garlic cloves that I interspersed with two lovage leaves so those got crushed too in the process.

It was an unappetizing-looking wet mass with the consistency of minced meat. The mushrooms did release a lot of liquid due to the salt but it was not enough so I added some water and heated it all to ~80 C. I left it to simmer under a lid for about half an hour and after that, I strained it through a cloth. I got about half a liter of brown liquid, looking like a weak coffee or very strong tea. I left it to simmer at ~80 C for about half an hour more until approx half of it evaporated and I bottled the now significantly darker brown liquid into old (washed and boiled for disinfection) bottles from soy sauce and Worcester sauce. Houbka a portmoneau of houba (mushroom) and omka (sauce). It tastes great and I think it will make a good addition to soups and sauces. I think it could even be sprinkled directly onto chips or potatoes or shrimp and similar. I will definitely use it a lot, it really tastes nice. I hope it wont spoil, maybe it needs more salt to last thus one bottle went downstairs into the fridge and my mother will use it in her cooking, and one bottle remained with me upstairs at room temperature and I will use it in my cooking. We shall see whether my bottle spoils before it runs out.

Floods in Eastern DRC Kill at Least 176 Villagers Near Lake Kivu

At least 176 villagers were killed in flooding and landslides brought on by torrential overnight rains in eastern Congo's South Kivu province, a local official said Friday.

Thomas Bakenge, a regional government official, gave the estimate after overseeing recovery efforts. He described the scale of destruction as "enormous, beyond words ... whole houses were carried away."

He said bodies were still being collected from the shores of the nearby Lake Kivu and called for immediate assistance.

Two rivers broke their banks after the heavy rains which began on Thursday evening and there have been multiple landslides with scores of homes destroyed, according to Delphin Birimbi, a community leader in the region.

As bodies were pulled from the mud, some residents estimated that more three quarters of homes in the village of Nyamukubi were carried away by the floods, along with school buildings and a health centre.

Rescuers worked to find and save anyone who may be trapped under the debris from their destroyed homes.

In a statement published Friday, the provincial government of South Kivu offered its sympathies to the families affected and said it was sending a group of officials to the area.

Heavy rains have brought misery to thousands in East Africa, with parts of Uganda and Kenya also seeing heavy rainfall.

Flooding and landslides in Rwanda, which borders Congo, left 129 people dead earlier this week.

Congo-Kinshasa: Nearly 200 Killed When Democratic Republic of Congo Floods

Officials in eastern Democratic Republic of Congo said Friday that torrential rains in the South Kivu province during the past week prompted flash floods that killed nearly 200 people.

Local and regional officials in South Kivu's Kalehe territory, on the western side of Lake Kivu, say the rainfall caused rivers to overflow Thursday, inundating several villages.

According to Agence France-Presse, a Kalehe elected official told a local radio station that at least 150 people were dead. Reuters news service, citing South Kivu Governor Theo Ngwabidje Kasi, reported 176 dead and others missing. A Reuters reporter counted 72 corpses.

On Thursday, Rwanda, on eastern side of Lake Kivu, reported at least 130 people were killed and 77 injured in floods and mudslides brought on by the excessive rainfall. A government spokesperson said more than 5,000 homes were destroyed.

The region has been experiencing heavy and sustained rains since late March. The Rwanda Meteorology Agency has forecast more rainfall for the region in the coming days.

Housing-Education-Health Care: Universal Rights! "IndyWatch Feed World"

I was at a Chamber (local) meeting with 50 folk. Yesterday. Yeah, jolly jolly, out to a community college room, with pastries from the local bakery, and people there wondering really what the art world future of the little 2,100 populous Waldport has in store. Art? Crafts? This is delusion. Not real jobs, real community buttressing, real services, bringing in older people to live and survive in nice facilities, townhomes, what have you, with a thriving intergenerational community to aid those aging in place. What a dream, but not a Universal Right, no?

You see, a city or town predicated on a few restaurants and art galleries (sic), and trickles of tourism bucks, that is the question. At a community college building that has largely been left vacant, save for the past year of letting the teachers of the K12 schools use the facility (five rooms) for a pop-up day care.

Oh yeah, day care, a universal right, too. (chuckle-chuckle). Not in a social Darwin dog-eat-dog, survival of the richest (fittest).

There were big ideas coming from people who, for the most part, are not precarious in the sense that they only have one giant frayed safety net social security payments (oh, a universal right, right, etched in stone . . . or is it out-of-the-universe pie in the sky dream?) income (fixed and felonious) and thats that. Maybe one or two renters, really, and they own a home or two, and not to knock them, some are trying to make a go at, well, food-art-crafts-kayaking. The rest are doing okay, in the upper middle class category kind of doing okay way. Most, not all. And that is the elephant in the room listening to bluster and PR, when there are proverbial elephants in the room after proverbial gorillas in the room, wherever you go!

In a small town with aging housing stock, threats of ocean tide rises, lots of 10-inches-in-three-days rain events, and, well, that Republican and Democrat Build Nothing Back Better smile, and the menu for the morning was arts and crafts, and eateries.

Oh, a few wringing of the hands about housing (there is none for rent, and those for sale, are match stick cabanas for half a million$). But the beat goes on, as a city manager was in attendance ($100K a year?) and the mayor (he said he failed to read the entire email for this breakfast invitation so he was an hour late, after ending up driving north, to the Newport college campus, which on so many levels is inane and bizarre, since this town is called Waldport and this town has a community college campus building a mile from where the guy lives but this dude thinks wed all be driving 30 minutes north to another town with their own Chamber of Commerce?). You gotta give it to small towns, but they are really, just big towns, are they not since many come to the rural are...
