Auf dem Dach von Zgen befinden sich in der Regel diverse unisolierte Teile der Stromverteilung, es ist also gar nicht ntig in die Nhe einer Oberleitung zu kommen, und fr den "Laien" auch nicht unbedingt ersichtlich wo dort Gefahr durch Strom besteht. Neuere ICE z.B. haben elektrische Verbindungen zwischen den Wgen auf dem Dach.

Google Boots Open Source Anti-Censorship Tool From Chrome Store "IndyWatch Feed Tech"

A browser extension that acted as an anti-censorship tool for 185,000 people has been kicked out of the Chrome store by Google. The open source Ahoy! tool facilitated access to more than 1,700 blocked sites but is now under threat. Despite several requests, Google has provided no reason for its decision.

Last December, TF reported on SitesBloqueados (Blocked Sites) a web portal run by Revoluo dos Bytes (Bytes' Revolution), a group of anti-censorship activists in Portugal.

Internet censorship is common in the country, with more than 1,700 sites banned from regular Internet access for reasons ranging from copyright to gambling. The process does not require intervention from the courts so Revoluo dos Bytes decided to keep an eye on things with its Ahoy! Chrome and Firefox extension.

"Ahoy! basically bypasses any traffic to a blocked site through our own proxies, allowing the users to navigate in a free, uncensored internet," team member Henrique Mouta previously told TF.

Not only is Ahoy! able to unblock sites, it can also detect newly blocked domains and feed information back, so that its unblocking abilities are always up to date.

Things had been going well. After servicing 100,000 users last December, Ahoy! grew to almost 185,000 users this year. However, progress and indeed the project itself is now under threat after arbitrary action by Google.

"Google decided to remove us from Chrome's Web Store without any justification", Henrique informs TF.

"We always make sure our code is high quality, secure and 100% free (as in beer and as in freedom). All the source code is open source. And we're pretty sure we never broke any of the Google's marketplace rules."

DNC serves WikiLeaks with lawsuit via Twitter "IndyWatch Feed Nthamerica"

The Democratic National Committee on Friday officially served its lawsuit to WikiLeaks via Twitter, employing a rare method to serve its suit to the elusive group that has thus far been unresponsive.

As CBS News first reported last month, the DNC filed a motion with a federal court in Manhattan requesting permission to serve its complaint to WikiLeaks on Twitter, a platform the DNC argued the website uses regularly. The DNC filed a lawsuit in April against the Trump campaign, Russian government and WikiLeaks, alleging a massive conspiracy to tilt the 2016 election in Donald Trumps favor.

All of the DNCs attempts to serve the lawsuit via email failed, the DNC said in last months motion to the judge, which was ultimately approved.

The lawsuit was served through a tweet from a Twitter account established Friday by Cohen Milstein, the law firm representing the DNC in the suit, with the intent of serving the lawsuit.

Tour de France champion Jan Ullrich admitted to a psychiatric hospital "IndyWatch Feed War"

Germanys Tour de France champion Jan Ullrich was admitted to a psychiatric hospital on Friday after his brief detention for allegedly assaulting a prostitute.

The 44-year-old former cycling star was earlier Friday released on bail pending an investigation for possible attempted manslaughter.

But once free, Ullrich suffered a panic attack, reported the DPA news agency.

Jan Ullrich was admitted to a psychiatric hospital on Friday night where his state of health is being assessed by specialists, a Frankfurt police spokesperson told AFP on Saturday.

Due to his mental and physical state there was no other choice but to transport him to a psychiatric unit by ambulance, the spokesperson said.

Fridays incidents arose after the 1997 Tour de France champion had called on the services of a prostitute at the five-star Villa Kennedy Hotel in Frankfurt, Bild daily reported.

But he then attacked the 31-year-old escort lady in one of the hotel rooms after a dispute, prosecutors and police said in a joint statement.

He put up a struggle as officers arrived to detain him, they said, noting that the accused was likely under the influence of alcohol and drugs.

The accused is under investigation for attempted manslaughter and grievous bodily harm. Investigations are not over, they said, adding that the woman has given extensive details on the attacks while Ullrich has exerted his right to remain silent.

Ullrichs run-in with the law came just a week after his 24-hour detention in Spain, where he had sought to force his way into the Mallorca home of his neighbour, German actor Til Schweiger, and threatened him.

Drink and drug therapy

Ullrichs latest woes came just hours after he arrived back in Germany to seek therapy for his drink and drug habit following last weeks scandal in Mallorca.

The former cyclists dramatic fall from grace came two decades after he became the only German to have won the Tour de France, in 1997.

Born in former communist East Germany, Ullrich racked up his triumphs after reunification, turning him into a national hero.

He later also won Olympic gold in Sydney in 2000, but failed to replicate his victory at the gruelling French race, finishing for several years behind US cyclist Lance Armstrong.

House Committee to Interview Bruce Ohr and Wife, Nellie Ohr, About Steele Dossier "IndyWatch Feed War"

The House Judiciary Committee is looking to interviewand will subpoena if necessaryJustice Department (DOJ) official Bruce Ohr and his wife, Nellie Ohr, along with several current and former FBI and DOJ officials.

We plan to interview the people noted in the coming weeks and we will issue subpoenas to compel their attendance if necessary, a committee aide wrote in an email to The Epoch Times.

The DOJ confirmed that the committee reached out to them in regard to the interviews.

House Judiciary Committee Chairman Bob Goodlatte could issue orders as early as the coming week, according to the Hill. Goodlattes committee is part of a joint investigation with the House Oversight and Government Reform Committee into decisions made by the FBI and the DOJ during the 2016 election.

The committees interview requests come on the heels of revelations that Bruce Ohr maintained contact with former British spy Christopher Steele for more than a year after the FBI terminated ties with Steele for leaking to the media. Ohr then became Steeles back-door conduit for feeding information to the FBI.

Ohr also attempted to reinstate Steele with the bureau and link him into special counsel Robert Muellers Russia probe. The pair remained in contact until mid-November 2017.

The revelations are problematic because Ohr has no official role in the Russia investigation and Steele had been prohibited from collecting intelligence on behalf of the FBI. The problem is compounded by the fact that Ohrs wife, Nellie Ohr, worked for the same opposition research firm as Steele, Fusion GPS.

Steele authored the opposition research dossier on then-candidate Donald Trump that was used to secure a warrant to spy on former Trump campaign volunteer Carter Page. Many of the dossiers claims have been debunked while the rest remain unverified.

It was the Hillary Clinton Campaign and the Democratic National Committee that ultimately paid for Steeles work. FBI and DOJ officials who used the dossier to apply for a secret court surveillance warrant on Page failed to mention that fact to the judge.

Con el paso del tiempo todo cambia y evoluciona, pero lo importante es no perder la identidad, as lo considera Filogonio Velasco Naxn, artista plstico y visual de origen mazateco, que a travs de su trabajo ha desarrollado su postura de visibilizar y reforzar las lenguas indgenas.

Para el artista, el dibujo fue su manera de expresarse. De nio cuando asista a la escuela, era el centro de regaos y jalones de orejas porque no pona atencin, no entenda el espaol, finga que escriba y hacia rayones en libretas, aprend de manera innata.

Refiere que en esa poca no exista un libro dnde aprender mazateco y se propuso a reforzar la lengua, por ello, desde sus inicios ha puesto como ejemplo el uso de la lengua mazateca dentro de sus obras de arte.

Con el dibujo como su lenguaje, termin la educacin primaria y secundaria, no conoca de teoras ni tcnicas, todo lo haba aprendido de manera ldica, emprica. A los 26 aos ingresa a La Casa de Cultura de la capital oaxaquea, pero uno de sus maestros le dijo: Filo, t no debes estar aqu, debes estar en otro lugar, y lo alent a entrar a la Facultad de Bellas Artes.

All comenz su periplo por el mundo del arte, desconoca quienes eran Vincent van Gogh, Rembrandt y Dal, porque no haba tenido maestros que me ensearan arte. Y as evolucion de una tcnica ldica y autodidacta y aprendi que el lenguaje del arte es universal, puedes expresarte ms all de las cosas que existen.

El camino no ha sido fcil, el primer obstculo lo tuvo con los materiales pero no fue una limitante, cuando tienes claro lo que vas hacer no hay lmites, lo que importan son las ganas, y as arm su propio block de dibujo con lo que denomin papel fabriano oaxaqueo, es decir, papel de estraza que compraba por kilo, armaba y cosa l mismo.

Sin embargo, su trabajo ha hablado por s mismo y se siente orgulloso de llevar la cosmovisin mazateca a diferentes lugares. Desde 2012 ha ilustrado libros de texto y ha tenido presentaciones en diferentes galeras, centros culturales y museos. No quiero perder mi identidad y el lenguaje, por eso la abordo desde el arte, los indgenas profesionalizamos nuestro trabajo sin perder nuestra identidad.

Mr. President,

For the past 26 years I have owned and operated my own domestic and commercial cleaning service in Tulsa, Oklahoma. As a consequence, I know that, in order to clean up bio-hazards, one must be licensed to do so. Because we were told 26 people had been shot to death inside Sandy Hook Elementary School on 14 December 2012, it would have been appropriate for the State Police of Connecticut, or the FBI or someone else in authority to call for a bio-hazard waste clean-up. Companies like Aftermath dispatch highly trained and licensed experts to clean up blood splatter, urine, feces and tissue from crime scenes.

Curious as to which company received the contract to clean up this crime scene inside that school on that freezingly cold day, I decided to find out. The first phone call I placed was to the Connecticut offices of the Environmental Protection Agency. When I asked the proper personnel who received the contract to clean up the blood I was put on hold and given to three people all of whom had no answer, so I was told to call the Major Crime Squad of Western Connecticut. They had no clue but directed me to Lt. Paul Vance of the Connecticut State Police, who had been present at the scene and appeared to be in control.

When I asked Lt. Vance Who got the contract to clean up the blood at Sandy Hook on December 14th? His answer was brief. He replied, What blood? I explained, 26 people died, sir, inside that school the other day, THAT BLOOD! He responded, Are you a conspiracy theorist? I stepped over dead babies, to which I sternly replied, No, you did not, sir! When three state agencies cant get their phony act together to give tax-paying citizens a simple answer to their question, we are in BIG TROUBLE.

I then turned my direction to the Sandy Hook Fire Department and placed another call asking serious questions about the kids being taken to the Firehouse the day of the event. I was immediately put on speaker phone and asked if I was a racist and did I vote for Obama, which had absolutely nothing with my call. Mr. President, I called every single news outlet, paper, radio and television and every single reporter I questioned hung up on me, sometimes in mid-sentence the second I said Sandy Hook.

DSLWP-B corrupted SSDV frames "IndyWatch Feed Tech"

In my previous post I looked at the first SSDV transmission made by DSLWP-B from lunar orbit. There I used the recording made at the Dwingeloo radiotelescope and showed how to decode the SSDV frames and produce a JPEG image.

Only four SSDV frames where transmitted by DSLWP-B, and out of those four, only two could be decoded correctly. I wondered why the decoding of the other two frames failed, since the SNR of the signal as recorded at Dwingeloo was very good, yielding essentially no bit errors (even before FEC decoding).

Now I have looked at the signal more in detail and have found the cause of the corrupted SSDV frames. I have demodulated the signal in Python and have looked at the position where an ASM (attached sync marker) is transmitted. As explained in this post, the ASM marks the beginning of each Turbo codeword. The Turbo codewords are 3576 symbols long and contain a single SSDV frame.

A total of four ASMs are found in the GMSK transmission that contains the SSDV frames, which matches the four SSDV transmitted. However, the distance between some of the ASMs doesnt agree with the expected length of the Turbo codeword. Two of the Turbo codewords where cut short and not transmitted completely. This explains why the decoding of the corresponding SSDV frames fails.

The detailed analysis can be seen in this Jupyter notebook.

This is rather interesting, as it seems that DSLWP-B had some problem when transmitting the SSDV frames. I have no idea about the cause of the problem, however. It would be convenient to monitor carefully future SSDV transmissions to see if any similar problem happens again.

Before getting into Ocasio-Cortezs reply, just think about that statement. Its so patronizing he is rich enough (why?) that hell pay her a substantial fee to appear on his show so he can argue with her. He is making the implicit assumption that he has something to contribute to a discussion. He is confident that he can debate her.

Im just thinking that Ocasio-Cortez can and will discuss the issues without having to engage a twerp like Ben Shapiro. I dont know what he would add to the discussion. Its like all the creationists who want to debate me on evolution, and while my first thought is usually ugh, debate, Im also wondering what makes these clueless ignoramuses think theyre even competent to talk about the subject.

Ocasio-Cortez made an excellent response.

Among the key words there are entitled: Shapiro certainly is feeling entitled. He thinks hes negotiating from a position of strength, when the fact is that he has nothing to bring to the table. Except his money.

Others are bad intentions: Ocasio-Cortez can see right through him. Shapiro is not interested in an honest discussion. He thinks hes found a chew toy he can bat around for the entertainment of the dull reactionaries that constitute his audience. The faux sincerity is an obvious ploy.

That tweet is a response to badgering from Shapiro fanboys. She had appropriately ignored Shapiro altogether, and here shes responding to the hectoring crowd by telling them she doesnt owe a response. She doesnt. Shapiro is a nobody who plays no role in government...

The White House is unsettling markets and US allies as it makes increasing use of powerful sanctions, underscoring President Donald Trumps willingness to act alone on foreign policy even at the expense of heightening global instability.

Russian and Turkish markets were hit hard this week as US sanctions exacerbated concerns about the fragility of emerging markets.

Washingtons dispute with Ankara over the detention of a US pastor contributed to the 28 per cent slump in the Turkish lira this month. The Russian rouble has fallen 6 per cent since the US announced sweeping sanctions on Wednesday over the near-fatal poisoning in the UK of a former Russian spy.

Iran has also come under mounting financial pressure after the US reimposed sanctions following its withdrawal from the nuclear deal with Tehran, despite objections of close allies that had also signed the pact. The Iranian currency has fallen 60 per cent this year, forcing the countrys central bank to relax foreign exchange restrictions.

The US has been increasingly using sanctions since the 1990s, particularly after George W Bush ramped up activity after the September 11 2001 attacks. But Mr Trump has taken the measures to a new level, as he seeks to take muscular executive actions that avoid the cost of military entanglements and yet have an impact.

The Treasury last year added 944 people and entities to its sanctions list the highest number since 2001, according to Gibson, Dunn & Crutcher. Adam Smith, a partner at the law firm and a former senior sanctions official at the US Treasury, said it was on track to add a further 1,000 names this year.

It is almost a perfect storm, said John Smith, a former head of the Treasurys Office of Foreign Assets Control now at Morrison & Foerster, another law firm.

You have global crises that the US wants to confront, you have a Congress that is sceptical of the administration, particularly with respect to Russia . . . and you have an administration that is far more willing to confront not only foes, but also friends.

A confidential report by Israeli military police investigators seen by The Intercept explains how a tragic series of mistakes by air force, naval, and intelligence officers led to an airstrike in which four Palestinian boys playing on a beach in Gaza in 2014 were killed by missiles launched from an armed drone.

Testimony from the officers involved in the attack, which has been concealed from the public until now, confirms for the first time that the children four cousins ages 10 and 11 were pursued and killed by drone operators who somehow mistook them, in broad daylight, for Hamas militants.

The testimony raises new questions about whether the attack, which unfolded in front of dozens of journalists and triggered global outrage, was carried out with reckless disregard for civilian life and without proper authorization. Remotely piloted bombers alter the process of human decision-making, Bishara said, and the use of the technology in the 2014 beach attack expands the circle of people responsible for the actual killing of the Bakr children.

Just hours before the attack, on the morning of July 16, 2014, the public relations unit of the Israel Defense Forces had been promoting the idea that the live video feeds provided by drones enabled its air force to avoid killing Palestinian civilians.

Mr Dixie said PNG can look to examples of South East Asian economies which have been able to kick-start their economic development by initially focusing on increasing the productivity of their smallholder farmers.

The great opportunity is that agribusinesses have the capacity, through their buying power, to bring significant new sources of cash income into the rural economy this is the fuel for eliminating rural poverty.

Mr Dixie pointed to a case from Indonesia, where a coffee industry partnership between a major transnational corporation, nurseries, fertilizer companies, NGOs, certifiers, banks and local traders has lifted farmers harvests and improved the prices they receive.

He said this outcome was due to a combination of certification, competition and improved quality, and the tangible impact has been that around 20,000 farmers increased their coffee profits by more than 80 per cent - worth approximately US$12 million per year.

In PNG the approach of creating and working with multi-stakeholder partners typically comprising agribusiness, producers, civil society and government can bring similar benefits, Mr Dixie said.

There are problems that cannot be solved by an individual company or institution, but can be tackled cooperatively.

Huge Funding cuts for Education could kill TFF policy : Pruaitch "IndyWatch Feed Pacific"

Opposition Leader Patrick Pruaitch said today free education has received a fatal budget cut in the 2018 Mid-Year Economic and Fiscal Outlook (MYEFO).

He said: The revised MYEFO budget has slashed funding for the Department of Education by K601.3 million to K275.5 million with K191.2 million to be disbursed in the second half of this year.

If these figures are not urgently revised a major financial crisis will engulf the education system and schools throughout the country with no explanation given by the government for the dramatic cut back in funding.

Many schools in various provinces are already in deep trouble because some K60 million in Tuition Free Fee funding has yet to be distributed from last year.

Mr. Pruaitch said no reason was provided for the big cut in education funding.

This government is flush with more funds than any government in our history, with total revenue this year projected to rise by K1.4 billion to K12.94 billion compared with the record revenue received last year.

Mr. Pruaitch said it is highly ironical that in the year PNG is playing host to the APEC Summit the only other department to face a budget cut from the 2018 national budget allocation has been the troubled Department of Foreign Affairs and Trade, where funding was cut by K6.4 million to K32.5 million.

PNG staff at foreign missions have suffered financial hardships in recent years because of inadequate funding from the Department of Foreign Affairs. These problems can only become worse in the year ahead.

While education and foreign affairs suffered major funding cuts, the revised MYEFO budget gave significant increases to departments that included:

         Prime Minister and NEC, up K14.1 million to K170.7 million;

         Department of Treasury, up K8.4 million to K148.6 million;

         Department of Personnel Management, up K10.5 million to K98.4 million;

         Electoral Commission, up K16.7 million to K38.3 million and

         Provincial and Local Government Affairs, up K14.6 million to K57.2 million.

Guinness, who is also the Divisional Commander, said they are not looking after their subordinates in terms of supervision and daily affairs of policing in their respective areas of responsibilities. That is why they still continue to have discipline issues in their organization.

Lae Metropolitan Commander Chief Superintendent Anthony Wagambie Jr thanked the Internal Affairs Directorate (IAD) for the leadership workshop as it is needed urgently in their workplace.

He said there were many challenges they have gone through and one of the biggest challenges is discipline. It is high time they must all be well acquainted and content with what will be presented.
Director IAD Chief Superintendent Robert Ali said that the discipline workshop was very important as it would refresh section or team leaders the importance of discipline. The discipline continues to break down even when the Commissioner of Police Gari Baki introduced year of discipline.

The Supreme Court has upheld the right of a group of young Americans to sue the federal government over its treatment of the environment. After much stalling by both the Obama and the Trump administrations, the court date is confirmed for the last week in October. A date which could turn out to be bad news for the Trump administration, coming as it does a week before midterm elections.

The young plaintiffs are claiming the government has robbed them of their future, an assertion that, if widely aired, might create dissonance around family friendly GOP candidates hoping to retain their majorities in both chambers of Congress this November.

This court case is old, unlike the plaintiffs, and has been through a lot. It was originally filed against the Obama Administration in October 2015, by 21 children between the ages of seven and 18 collectively known as Our Childrens Trust.

The Obama administrations defense was that they were working with other nations to manage climate change, which made the plaintiffs charges less sticky. Despite this, the United States Court of Appeals for the Ninth Circuit upheld the case, which the government then appealed.

The litigation took on renewed vigor when self-proclaimed climate change denier Donald Trump moved into the White House, hired the now-disgraced Scott Pruitt to be his head of the Environmental Protection Agency (EPA), and pulled out of the Paris climate accord. This change in policy negated the previous administrations defense that it was cooperating on finding ways to lessen climate change, and strengthened the plaintiffs case that their futures were being endangered.

Demonoids Torrents and Owner Are Missing in Action "IndyWatch Feed Tech"

As one of the oldest torrent communities online, the Demonoid tracker has gone though many ups and downs.

The site has suffered long stretches of downtime, faced legal threats, dealt with internal struggles, but survived nonetheless.

Earlier this year the tracker processed its ten millionth user registration. Things were relatively calm and the original founder, Deimos, was back in charge, working on several improvements.

I want to to see the community we had back. Dont know if its possible but thats my aim, Deimos told us last year when the site started to recover from a long stint of downtime.

The community indeed started to grow again, but roughly a week ago Demonoid ran into what appears to be a technical issue. Suddenly, the torrents started to disappear from the site.

Instead of seeing the usual flood of fresh content, users saw a no torrents found message.

Strangely enough, the top torrents list is working normally. Also, torrents may occasionally appear and disappear after several refreshes, as shown here, but theres clearly something wrong.

While this could be a relatively simple database issue, theres a more serious concern. Its not just the torrents that are missing in action, Deimos is also unreachable, even for members of the sites staff.

Deimos is nowhere to be found for the last few days and I cant reach him, Demonoid staffer Phaze1G says, noting that its a major problem.

Phaze1G says he last spoke to Deimos over a week ago and hasnt been able to get a hold of him since. Demonoids founder was dealing with some personal issues and a business trip, but the lack of communication is unusual.

TorrentFreak also reached out to Deimos a few days ago through our usual channel, but we havent heard back since.

Studies have documented that the construction of gas pipelines can cause the value of properties impacted by the pipelines to decrease an average of more than 30%. Other studies have documented similar decreases in land values caused by fracking. Who pays for these losses? Beyond the decrease in appraised property values, what are some of the other losses that occur as a result of pipeline construction?

There seems to be little useful and publicly available information on getting fairly compensated for the loss of your land, your quiet enjoyment, and other factors if your property is confiscated, despite the fact that condemnation proceedings are not uncommon. You are typically on-you-own when it comes to this. Most people hire an attorney to represent them in such matters. Finding a knowledgeable attorney who has a successful track record in such cases is very important.

Clearing a pipeline pathway through forested and mountainous land will result in the loss of many tons of topsoil. In one instance (not related to pipeline construction) documented in Texas, 23 tons of topsoil per acre were lost in just one rain event on fairly flat land with a slope of just 4%. Who will pay landowners for the loss of topsoil from their land where pipeline construction will result in the denuding of land? In many areas where the pipeline will be installed, ground slopes exceed 50%. Even after being reclaimed, erosion will be astronomical compared to pre-pipeline conditions, especially in forested land.

How much would it cost to have topsoil trucked in and spread on the ground to replace the topsoil that was washed away? What thickness of topsoil loss is equivalent to 23 tons per acre? The answer, shown in the simple calculations below, is just 1/8 in! Soil is not renewable in the classical sense. It takes a long time to form. Allowing topsoil to erode from landowners properties is akin to stealing money from them. Will we allow topsoil thieves get off scot-free like all of the crooked too-big-to-fail bankers?

I welcome this publication, the first of its kind. The request by the Messenger was for this author to share some initial views about the provision of education in our current era, and a reflection on how well or how far we have come, say from the time of independence in 1975 to 2018. To think that a statement can be made or a fair treatment of the subject for the said time period would not be possible. The provision of quality education is a big challenge for all in PNG.

So, it would thus be a summary or brief reflections on the current provision of education in PNG  through the eye of an individual commentator. It is based on his experience as well as collection of views from worthy commentors on our formal school based education.

One of the things that fascinates some observers about PNG education policies and implemenation is the dynamics of scales, which is that we have to deal with the two opposite ends of this rather poorly defined clarities or matches between policies and implementation. Often times, serious education policy experts get derailed by political opportunists who think they know better! .
In fact most often than not, many examples of failed polices in education provision, an example would be the so called fee free education programs in this country. For all we know, serious education policy experts are helpless when decision are made in board rooms devoid of well researched and thought out policies options, and hence implementation.

Public statements uttered by some of our leaders about volume of students attending schools, well, indeed the sad part is the unsaid truth about quality, with seemingly large student numbers, crammed in the space meant for say 30 the most,  thus making teachers unable to deliver serious skills and knowledge contents. The sheer numbers of students, ratio of one to sixty plus make many, if not all teachers go mental, as was related to this writer in a recent conversation.

The requirements for the national education is among others the need to train competent teachers in both contents as well as classroom management. That these teachers are recognised and remunerated to well and in time.. Many teachers that we know from primary to secondary schools face so much challenges, be their registration as teachers or them being on the payroll. We know too that even schools are not able to loan monies for basic necessities from achoo funds, because the promised subsidies do not get to schools on t...

THE Patent Trial and Appeal Board (PTAB) inter partes reviews (IPRs), typically affirmed by the Federal Circuit and largely defended by management of the USPTO, which is more than just Iancu, is a little bit like the appeal boards at the EPO. The job of PTAB is assuring quality of patents. PTAB is used to stop or prevent frivolous patent litigation with abstract patents something which increasingly happens in Europe, as we've just noted.

PORT MORESBY As Papua New Guinea prepares to host the APEC (Asia Pacific Economic Cooperation) leaders summit in November there are high hopes that the event will unlock the potential of the nation.

Leaders of the worlds biggest powers will converge on Port Moresby to discuss trade and investment.

It is billed by the PNG government as the ultimate chance to unlock the rich resources and the economic potential of the country.

Despite a struggling economy and record debt levels, the government went on a borrowing spree to develop the citys infrastructure in time for APEC for three days from 15-17 November.

Radio New Zealands Johnny Blades and Koroi Hawkins are currently in PNG and will continue to report on this event in which the country holds high hopes.

We put together a video report about APEC. Please take a few minutes to check it out, Johnny writes.

NAIROBI, Kenya, Aug 8 A suspect linked to the killing of a 12-year-old rhino at Lake Nakuru National Park on Tuesday last week has been arrested.

The suspected poacher, whose name was withheld, was booked for interrogation at the Kongoni Police Station in Nakuru following hus arrest on Tuesday night.

The Kenya Wildlife Service (KWS) tweeted on Wednesday afternoon that a rifle and six pieces of ivory were recovered from the suspect.

He was booked at Kongoni Police Station in Nakuru and interrogation is underway, KWS stated.

On Tuesday, the service announced that it was seeking another set of poachers following the recovery of eight pieces of ivory at the Archers Post in Samburu County.

According to the agency, the poachers fled leaving behind the ivory consignment and an assortment of arms.

The Tuesday night arrest came at a time heightened public anger over the death of all the eleven black rhinos translocated to the Tsavo East National Park in June.

An official report released on July 26 indicated that ten of the eleven rhinos had died due to acute dehydration triggered by the uptake of saline water.

According to a six-member probe team that investigated the deaths, the rhinos suffered Multiple Stress Syndrome escalated by the update of saline water as well as starvation.

The inquest reported starvation, proliferation of opportunistic bacteria in upper respiratory tract (Pasteurella species), gastric ulcers and gastritis as contributing factors to the deaths.

The last of the eleven rhinos died on Monday after its condition worsened on Saturday.

The rhino was, at the time of its death, nursing wounds inflicted on it by a pride of rhinos that attacked it last month.

A confidential report by Israeli military police investigators seen by The Intercept explains how a tragic series of mistakes by air force, naval, and intelligence officers led to an airstrike in which four Palestinian boys playing on a beach in Gaza in 2014 were killed by missiles launched from an armed drone.

Testimony from the officers involved in the attack, which has been concealed from the public until now, confirms for the first time that the children four cousins ages 10 and 11 were pursued and killed by drone operators who somehow mistook them, in broad daylight, for Hamas militants.

The testimony raises new questions about whether the attack, which unfolded in front of dozens of journalists and triggered global outrage, was carried out with reckless disregard for civilian life and without proper authorization. After killing the first boy, the drone operators told investigators, they had sought clarification from their superiors as to how far along the beach, used by civilians, they could pursue the fleeing survivors. Less than a minute later, as the boys ran for their lives, the drone operators decided to launch a second missile, killing three more children, despite never getting an answer to their question.

Suhad Bishara, a lawyer representing the families of the victims, told The Intercept that Israels use of armed drones to kill Palestinians poses many questions concerning human judgment, ethics, and compliance with international humanitarian law.

Remotely piloted bombers alter the process of human decision-making, Bishara said, and the use of the technology in the 2014 beach attack expands the circle of people responsible for the actual killing of the Bakr children.

Just hours before the attack, on the morning of July 16, 2014, the public relations unit of the Israel Defense Forces had been promoting the idea that the live video feeds provided by drones enabled its air force to avoid killing Palestinian civilians.

The PR unit released operational footage, apparently taken from the screens of Israeli drone operators, which documented how three Israeli airstrikes had been called off that week because figures, identified as civilians, had appeared close to targets in the densely populated Gaza Strip.

Those images were released one week into Israels Operation Protective Edge, a 50-day offensive against Hamas militants in Gaza in which Israel would eventually kill 1,391 civilians, including 526 children.

Botswana Project to address human-wildlife conflict starts "IndyWatch Feed Africa"

The University of Botswanas Okavango Research Institute (ORI) has started a project dubbed Promoting Sustainable Livelihood (ProSuLi) in Transfrontier Conservation areas.

The project aims to address challenges of human wildlife conflict through research findings which would provide informed solutions.

The research institutes director, Professor Joseph Mbaiwa said the three-year project was funded by the European Union at the tune of P2.5 million.

He was speaking at the unveiling of the project and a new vehicle to be used for the project in Maun on (Friday).

The project area of scope, he said, was the Okavango Delta as communities around the area experienced extensive human wildlife conflicts.

He said issues of elephants raiding crops and predation on livestock heightened conflict. The four communities selected for the project include Seronga, Eretsha, Beetsha and Gunotsoga.

Professor Mbaiwa noted that the project would help with data on how to address human wildlife conflict.

The whole idea is to have sustainable development which will benefit communities now and in future hence the need for amicable solutions, he said.

The head of the project, Dr Richard Fyn said the four villages experienced a lot of conflict, especially elephants raiding crops and cattle killed by wildlife.

He noted that some farmers had resorted to using poison to kill lions, noting that it also affected vultures who fed on poisoned carcasses.

Dr Fyn explained that the project was intended to help affected communities find solutions and improve their livelihoods.

Of course, while the idea of building your own PowerWall is simple, the devil is in the details. How are you going to buy all those batteries? How are you going to connect them together? How do you connect it to your fuse box? Its a systems integration nightmare, made even more difficult by the fact that lithium cells can catch fire if you do something wrong. [jehugarcia] is building his own PowerWall, and he might have hit upon an interesting solution. Hes built a modular system to store and charge hundreds of 18650 cells. It looks great, and this might be the answer to anyone wanting to build their own PowerWall.

Aside from acquiring hundreds of 18650 cells, the biggest problem in building a PowerWall is simply connecting all the cells together. This can be done with 3D printed battery holders, solder, and bus bars, with a few people experimenting with spot welding wires directly onto the cells. This project might be a better solution: it uses standard plastic battery holders easily acquired from your favorite Chinese retailer and a PCB to turn cells into a battery.

The design of this battery module consists of a PCB with sufficiently wide traces, an XT60 power connector, and a few headers for the balance connector of a charger. This is a seven cell setup, and in contrast to the hundreds of hours that go into making a PowerWall the old fashioned way, these modules can be assembled pretty quickly.

Testing of these modules revealed no explosions, and everything worked as intended. There was a problem, though: when drawing a high load, the terminals of these cheap battery connectors got up to 150. That makes these modules unsuitable for high load applications like an e-bike, but it should be okay if youre putting hundreds of these modules together to power your house. It might be a good idea to invest in some cooling, though.

The best way to do this is to limit the growth of population. The logic is simple: the less of us there are, the less we will collectively need.

With a reduced population we wont need as much energy, food or water. It is something our ancestors knew but which we seem to have forgotten.

By not digging up all our minerals, chopping down all our trees, using all our water and cultivating all our land we will give the planet and the climate a chance to recover.

As simple as the idea sounds the less likely it is to be invoked.

Why not? Well, all of us, but especially our politicians, are just not geared to long term planning.

As a species we have evolved into insatiable consumers.

We want everything and we want it now. If we see someone with something we want more of it and we want bigger and sassier versions of it.

We care little for the future. We dont care that we are going to leave our children and grandchildren a stricken planet. All we care about is that we can have what we want right now.

If we destroy the planet so what? We wont be here to see it, so why worry?

We as individuals and families and our various nations have built up an enormous debt but care little about paying it off thats for future generations to worry about. We have mortgaged the future of those generations and sold them down the river and we dont care one iota.

To pay off our debts our children and grandchildren will simply have to perpetuate our mistakes.

Meanwhile, our electoral cycle driven politicians can only see 3, 4 or 5 years ahead to when the next election occurs.

Just like our lust for everything now they lust only for short term solutions that will win votes at the next election.

Team Shows Laser Ranging Can 'See' 3-D Objects Melting in Fires "IndyWatch Feed Tech"

Researchers at the National Institute of Standards and Technology (NIST) have used a laser detection and ranging (LADAR) system to image three-dimensional (3-D) objects melting in flames. The method could offer a precise, safe and compact way to measure structures as they collapse in fires.

Optical range measurements, already used in manufacturing and other fields, may help overcome practical challenges posed by structural fires, which are too hot to measure with conventional electromechanical sensors mounted on buildings.

As described in Optica, the NIST demonstration used a commercial LADAR system to map distances to objects melting behind flames that produced varying amounts of soot. The experiment measured 3-D surfaces with a precision of 30 micrometers (millionths of a meter) or better from 2 meters away. This level of precision meets requirements for most structural fire research applications, according to the paper.

The method also works at a distance, from far enough away that the equipment is safe from the intense heat of a fire. August 11, 2018 (Ulson Gunnar - NEO) - 3D printing and other forms of computer-controlled manufacturing have allowed nations, companies and even individuals the ability to go from consumers to producers. As this technology improves and costs drop, access to this technology and the ability of the technology itself will increase, making it possible for virtually anyone, anywhere to make virtually anything.


In May 2018, prominent US-based corporate-funded policy think tank, RAND Corporation, had published an article titled, "Four Ways 3D Printing May Threaten Security." In it, an argument was made about the dangers of 3D printing becoming more accessible, first by citing 3D printed guns as well as drones and other forms of technology it claimed criminals and terrorists could leverage. But then RAND would reveal a threat, particularly to its corporate sponsors, that highlighted the true fears 3D printing invokes among the captains of established industries decentralization.

The fear of 3D printing "taking jobs" for example, can more accurately be described as taking both jobs and revenue from large corporations and shifting them both to small companies or individual entrepreneurs. Along with this shift, goes the concentration of wealth and influence these large corporations have enjoyed, some since as early as the beginning of the Industrial Revolution.

RAND also feared nations targeted by US sanctions being able to easily circumvent them by acquiring the parts and systems required by simply manufacturing them themselves through the use of technology like 3D printing. In reality, RAND and other representatives of established industries seem more concerned about losing their wealth and influence than of any "threat" such technologies might or might not actually pose.

MANILA, Philippines A drug suspect in President Dutertes watchlist was killed by unidentified motorcycle-riding assailants in Barangay Nanguneg, Narvacan, Ilocos Sur on Thursday.

Abraham Cabuena, 49, was driving his motorcycle in Barangay Cagayungan when he was shot at around 10 a.m.

Police said Cabuena, who yielded under Oplan Tokhang in 2016, recently attended a community drug rehabilitation program.

Meanwhile, 21 sachets of shabu weighing 85 grams with an estimated street value of P1.2 million and 515 grams worth P6.27 million were recovered in drug raids in Barangay Singcang-Airport, Bacolod City, Negros Occidental on Wednesday and Thursday, respectively.

Earlier this week, more than six kilos of shabu worth P73.4 million were recovered in  drug busts in the cities of San Carlos and Bacolod. Police said it was the biggest shabu haul not only in the province but also in the entire Western Visayas.

New archaeological research from The Australian National University (ANU) has found that Homo erectus, an extinct species of primitive humans, went extinct in part because they were lazy.

An archaeological excavation of ancient human populations in the Arabian Peninsula during the Early Stone Age, found that Homo erectus used least-effort strategies for tool making and collecting resources.

This laziness paired with an inability to adapt to a changing climate likely played a role in the species going extinct, according to lead researcher Dr Ceri Shipton of the ANU School of Culture, History and Language.

They really dont seem to have been pushing themselves, Dr Shipton said.

I dont get the sense they were explorers looking over the horizon. They didnt have that same sense of wonder that we have.

Dr Shipton said this was evident in the way the species made their stone tools and collected resources.

To make their stone tools they would use whatever rocks they could find lying around their camp, which were mostly of comparatively low quality to what later stone tool makers used, he said.

At the site we looked at there was a big rocky outcrop of quality stone just a short distance away up a small hill.

But rather than walk up the hill they would just use whatever bits had rolled down and were lying at the bottom.

When we looked at the rocky outcrop there were no signs of any activity, no artefacts and no quarrying of the stone.

They knew it was there, but because they had enough adequate resources they seem to have thought, why bother?.

It looks like we will finally  be getting out of Afghanistan once and for all.  It will not be the same as it was before the USA dove in.  If it turns out that the whole enterprise was ginned up by the DEEP STATE through their destruction of the world Trade Center, we are looking at the most futile exercise ever.

It has also captured our imagination for a whole generation.

The best case is to remove our selves ASAP. We can destroy any concentrated force we can locate but  we do not seem able to create a viable government that makes sense. Or more correctly we need to create a separate Pathan state from the southern swath of Afghanistan and actually parts of Pakistan.

That is not going to happen until they kill a lot more of each other..

TEHRAN, Iran Iranians reported Saturday that the state broadcaster had muted stadium noise during the previous evenings soccer match in Tehran, in an apparent attempt to drown out anti-government chants.

Mobile phone footage shared widely on social media showed thousands of fans in Tehrans Azadi stadium chanting Death to the dictator during the fixture between the capitals Esteghlal and Tractor Sazi from the northwestern city of Tabriz.

Although the video could not be independently verified, it coincided with a decision by state broadcaster IRIB to mute the sound and avoid shots of the crowd.

Yesterday, when the football was being shown, the sound in the stadium was turned down to such a level that one would think they were playing in an alleyway, said one Twitter user.

Facial distortion and sleep-associated wrinkles may be caused by the number of times we change our position in sleep every night which decreases from 27 to 16 as we age.

Compression, tension, and shear forces on the face during sleep can cause facial distortion and lead to sleep wrinkles over time, when people sleep on their sides and stomach.

Sleep wrinkles form in response to distortion created when the face is pressed against any sleep surface. They tend to worsen over time due to repetition combined with thinning of the skin and decreased elasticity as we age, explains Dr. Goesel Anson, a member of American Society for Aesthetic Plastic Surgery (ASAPS) and lead author, of a study published in the Aesthetic Surgery Journal.

The wrinkles are also influenced by the amount of time spent in various positions. While our initial sleep position is a conscious decision, we change positions throughout the night unconsciously. The number of shifts decreases from 27 to 16 per night as we age, with an average of about 20 position shifts.  The lateral (side) sleep position is the most common in studies averaging 65%, with the remaining 30% in the supine (back) position, and 5% in the prone (stomach) position. While some sleep wrinkle patterns can reinforce facial expression lines, most sleep wrinkles tend to be perpendicular to expression wrinkles. Most sleep wrinkles can be seen on the forehead, lips and cheeks. Unlike facial expression wrinkles caused by muscle contractions, wrinkles formed because of mechanical compression during sleep cant be eliminated using Botulinum Toxin.

Dr. Anson notes, One way to minimize wrinkles is to limit facial distortion during sleep. If you can stay on your back, thats ideal.  There are several specialty pillows available to help achieve that. Dermal fillers can temporarily improve wrinkles of any type however neurotoxins wont have much effect on these wrinkles since they are not caused by muscle contractions.
