Sir Howard Davies, chairman of the Royal Bank of Scotland (RBS), recently made an astonishing admission on BBC1s Question Timewhen he stated that private finance initiatives (PFI) had been a fraud on the people. Beyond seemingly populist rhetoric, the real story of PFI reveals that RBS alongside other global banks, notably HSBC, were instrumental in what Sir Howard has effectively labelled a great heist.

The past month has seen the demise of construction giant Carillion followed by the collapse of Capitas market value: both firms having built huge empires by providing outsourced services to public authorities. These initial tremors might be the canary in the coal mine. Profit warnings have been issued for other government contractors, such as Interserve. The domino effect has shades of the 2007-08 financial crisis even though it is clearly not of the same magnitude.

All this has thrown up searching questions, not least around staff redundancies and pensions, bailouts, inflated dividends and executive remuneration.

Coinbase is Erratically Overcharging Some Users and Emptying Their Bank Accounts "IndyWatch Feed Tech"

A growing number of Coinbase customers are complaining that the cryptocurrency exchange withdrew unauthorized money out of their accounts. In some cases, this drained their linked bank accounts below zero, resulting in overdraft charges.

In a typical anecdote posted on Reddit, one user said they purchased Bitcoin, Ether, and Litecoin for a total of $300 on February 9th. A few days later, the transactions repeated five times for a total of $1,500, even though the user had not made any more purchases. That was enough to clear out this user's bank account, they said, resulting in fees.

"My bank account went from very comfortable to negatives balance, not to mention extra $5 charges, and overdraft fees," the user wrote. "As a result my rent check bounced, and my bank went further into negative for a NSF charge for $25. My landlord is not a nice person and is on my CASE and I have nothing to offer him. I am FREAKING OUT."

Coinbase representatives have been responding to similar complaints on Reddit for about two weeks, but the volume of complaints seems to have spiked over the last 24 hours. Similar complaints have popped up on forums and Twitter.

Here is my other complaint, and it is a big one, Root said. Whats the biggest news story of the day? See, the media thinks its this shooting and they will blanket it. Of the 30 minutes on the news tonight, Ill bet you 20-plus will be the shooting, maybe 25 of them will be the shooting and then maybe theyll put five minutes at the end in other news today. And none of them will even mention the story I am about to give you, which I think is the biggest news story in America by far.

This shooting is horrible, horrific, and if youre the parents, Im crying for you, he said, but its a one-time event and tomorrow were on to something else, but this is representative of what is going on in America.

A one time event? No, these shootings are not one time events, that would be the fucking problem, Mr. Root. These mass shootings are increasing, and in many cases, there are warnings blaring all over the damn place, but no one can do anything because guns everywhere.

If youve played even just a few minutes of Minecraft, you know what a creeper is. For those not familiar with the wildly popular sandbox game, a creeper is a monster that creeps along silently until its close to a player, whereupon it self-destructs by exploding. Sometimes it kills the player outright, and other times the explosion blows them into lava or off a cliff, or off a cliff and then into lava. Creepers have no friends.

But now theres a way to avoid creeper attacks, or at least get a little heads up that these green nasties are lurking about. With [John Allwine]s creeper detector, Minecraft players can get a real-world indicator of the current in-game creeper threat. The hardware end is simple enough its just a SparkFun RedBoard and a small strip of Neopixels in a laser-cut plywood case. The LEDs lie behind a piece of etched acrylic to diffuse their glow extra points for the creeper pattern in the lens. The detector talks over USB to a Minecraft mod that [John] wrote to interface the game with the real world. The closer a creeper gets to the player, the brighter the light. and when it flashes, watch out. See it in action in the video below, if you can stomach watching someone dig straight down. Fina'kuentos Chamorro is where I post different Chamorro sayings or phrases, they are important in providing us a sense of the Chamorro worldview, both in history and in a contemporary context, and give us a sense of the Chamorro particular flavor to life. Sometimes this flavor can be very familiar to other cultures, sometimes it can be very Catholic, sometimes is can appear to be very tied to the land and people here themselves.

This saying "Si Yu'os, Yu'os. I taotao, taotao ha'" can be both very simple, yet also encompass very deep thoughts. It translates simply to "God is God, man is man."

On the surface it is simply that men should not worry about things that are beyond their control, as those things lie in God's hands and he will determine what happens. It is a simplified serenity prayer.


I find this saying useful in terms of its critical potential in referring to those things that are supposed to be beyond our ability to affect or influence. To this end I have used this saying in my Pacific Daily News columns and even academic articles when trying to discuss Chamorro layers of epistemology.

For example, if you swap out "Yu'os" and "taotao" and replace them with nouns more familiar to political status discussions, you receive the division that animates much of Guam's decolonial deadlock, "Iya Amerika, Amerika, Guhan, Guhan ha'." The US is that which brings life, order, prosperity and possibility, Guam is just Guam, and that's it.

And then there are the macho American rednecks who fantasize about the fall of civilization, because then there will be no one to tell them that they cant haul out their armory and run around shooting people in fact, the path to glory and power will consist entirely of racking up the most kills, gunning down the weak and becoming the chief warlord. The more realistic end-of-the-world novels (The Postman comes to mind) recognize that the real danger that follows catastrophe is that kind of asshole, who will compound the problems and demolish the emerging social structures needed for humanity to recover. Although, I dont know maybe the endlessly repetitious, boring kill-and-be-killed chaos of The Walking Dead is more realistichumans might just end up wandering from settlement to settlement, blowing them up and scattering violence further, hacking and slashing until blessed extinction comes.

See, we (Bandit Troop, 4th Squadron, 4th Cavalry) had been in the country only a few weeks back in March 2011. Mueller Indictment - The "Russian Influence" Is A Commercial Marketing Scheme

Yesterday the U.S. Justice Department indicted the Russian Internet Research Agency on some dubious legal grounds. It covers thirteen Russian people and three Russian legal entities. The main count of the indictment is an alleged "Conspiracy to Defraud the United States".
The published indictment gives support to our long held believe that there was no "Russian influence" campaign during the U.S. election. What is described and denounced as such was instead a commercial marketing scheme which ran click-bait websites to generate advertisement revenue and created online crowds around virtual persona to promote whatever its commercial customers wanted to promote. The size of the operation was tiny when compared to the hundreds of millions in campaign expenditures. It had no influence on the election outcome.
The indictment is fodder for the public to prove that the Mueller investigation is "doing something". It distracts from further questioning  the origin of the Steele dossier. It is full of unproven assertions and assumptions. It is a sham in that none of the Russian persons or companies indicted will ever come in front of a U.S. court. That is bad because the indictment is build on the theory of a new crime which, unless a court throws it out, can be used to incriminate other people in other cases and might even apply to this blog. The later part of this post will refer to that.
In the early 1990s some dude in St.Petersburg made a good business selling hot dogs. He opened a colorful restaurant. For many years, we were active participants in the death of our local vernacular. It started with the golden days in grammar school when speaking your language lands you some corporal punishment, a fine of five cents, scribbling several pages of I will not speak Chamorro; picking up trash outside the classroom after school, among others.

Well into high school, theres the student monitors or JPOs who were authorized to arrest students for speaking their native tongue. At Hopwood, we even had a student court where defendants are brought in to justify why they spoke Chamorro. More often than not, its a textbook case and we giggle when the sentence is issued.

But I noticed too that dependents of TTG stateside employees were never arrested for speaking the local language. Of course, English is their first language spoken both at school and at home. But the use of our local and new lingo is divided: we brave use of conversational English at school, scrap the whole bag as we leave campus in the afternoon, return the next day pretending were all real Amerrrrican kids bluffing other students with our Dick, Jane, Sally and Spot vocabulary.

There were graceful moments too as we struggled to learn the English Language. Our sixth grade teacher, Mr. Frank M. Sablan, once asked the class to name the fruit right next to our classroom window known in Chamorro as laguana. There was a moment of silence when a tiny hand in the corner was raised. Declared my classmate: Legueners! Man, did the class broke out in laughter. Our wonderful teacher finally volunteered that its called sour sop.

Three suicide bombers killed 19 people in an attack on a fish market in northeastern Nigeria, according to Al Jazeera. At least 70 others were wounded in the attack, which took place 20 kilometers (12.4 miles) from the center of Maiduguri in Borno State.

No group has yet claimed responsibility for the attack. However, Musa Ari from the Civilian Joint Task Force said it was no question that the attack was carried out by the Islamist terror group Boko Haram.

Boko Haram has long carried out a terrorist insurgency campaign against the central government in Nigeria. Some 20,000 people have been killed by Boko Haram since 2009 and over two million people displaced.

Boko Haram, which was founded in 2002, literally means Western education is forbidden in the local Hausa dialect. In 2015, the group pledged allegiance to the Islamic State.

In 2014, terrorist from Boko Haram kidnapped 276  schoolgirls from Chibok, sparking an international campaign to secure their release.

ABUJA (Reuters) A Nigerian court has released 475 people allegedly affiliated with Boko Haram for rehabilitation, the justice ministry said on Sunday, as the countrys biggest legal investigation of the militant Islamist insurgency continues.

The first person convicted for the kidnapping in 2014 of Chibok schoolgirls, sentenced to 15 years imprisonment last week, was also handed an addition 15-year sentence, to run back-to-back, the justice ministry said in a statement.

More than 20,000 people have been killed and two million forced to flee their homes in northeastern Nigeria since Boko Haram began an insurgency in 2009 aimed at creating an Islamic state.

But humanitarian groups have criticized the Nigerian authorities handling of those detained for infringing on the suspects rights.

Some of those whose cases were heard last week in a detention center in central Nigeria had been held without trial since 2010, according to the justice ministry statement.

The prosecution counsel could not charge them (with) any offence due to lack of sufficient evidence against them, the ministry said.

In October, the ministry said 45 people suspected of Boko Haram links had been convicted and jailed. A further 468 suspects were discharged and 28 suspects were remanded for trial in Abuja or Minna.

Milne Bay Islands Recovering from King tides now face food shortage "IndyWatch Feed Pacific"

Disaster authorities in Milne Bay Province are organizing response to assess reports of food shortage situations on islands in the Samarai-Murua District after they were inundated with King Tides earlier this month.
Its been reported at least one man is missing at sea, two houses destroyed and food gardens devastated from the strong winds and tides in early February.
Ware ward disaster official Mark Laveapa tells NBC Milne Bay this week, the destruction was from effects of Tropical Cyclone Fehi that caused a state of emergency in neighboring Pacific Islands and in New Zealand at the start of February.
Ware Island reported 3-men sailing home from neighboring Basilaki Island saw their canoe capsize, two swam to shore the other went missing. He has still not been found.
On Anagusa Island, they report two houses were damaged by strong winds and most of these islands report their gardens have been destroyed by both strong winds and salt water tides.
Laveape says they had been making do with food from the the grounds not affected but that's in short supply now.
Disaster officials confirm they will make their way to the islands as soon as they can, to investigate and assess these reports for proper response.
Meantime, the local Milne Bay Red Cross branch is organizing a collection of help (wheelbarrow push) to go to islanders affected this Saturday, show them your support as best you can.

Serial BBC failure to report rocket attacks comes home to roost "IndyWatch Feed War"

On the afternoon of February 17th an incident took place along the border fence with the Gaza Strip in the Khan Younis region.

Four IDF soldiers were wounded when an explosive device was detonated on an IDF patrol along the Gaza Strip border on Saturday. Two of the soldiers were in a serious condition and two were moderately hurt, the army said. []

The [IDF] spokesperson told reporters that the patrol stopped along the border to remove a flag that had been placed at the fence a day earlier during a protest, and that a device planted below the flag then detonated.

Following that attack the IDF carried out strikes on Hamas military installations in the Gaza Strip. Residents of the Western Negev spent the night in air-raid shelters as alarms went off repeatedly and one house in the Shaar HaNegev district was hit by a rocket fired from the Gaza Strip fortunately with no physical injury to the family of five. Further strikes on Hamas and PIJ targets took place after that attack and the following morning another incident took place when two Palestinians approaching the border fence in the southern sector were killed.

MUNICH (Reuters) Saudi Arabia on Sunday welcomed a draft United Nations resolution offered by Britain, the United States and France that would condemn Iran for failing to stop its ballistic missiles from falling into the hands of Yemens Houthi group.

Saudi Foreign Minister Adel al-Jubeir told Reuters the measure, if passed, would help hold Iran accountable for what he described as its exports of ballistic missiles to the Iran-backed Houthi rebels, and radical and aggressive behavior in the region, including support for terrorist groups.

A proxy war is playing out in Yemen between Iran and U.S. ally Saudi Arabia. A Saudi-led coalition intervened in Yemen in 2015, backing government forces fighting Iran-allied Houthi rebels. Iran has denied supplying the Houthis with weapons.

In order to ensure than Iran comports itself with international law, we must have firmer positions with regards to ballistic missiles and with regards to Irans support for terrorism, al-Jubeir said in an interview during the annual Munich Security Conference. Iran must be held accountable.

He said Iranian missiles were regularly used by Houthis to target civilians in Yemen as well as inside Saudi Arabia.

Al-Jubeir also called for changes to two aspects of the 2015 nuclear accord with Iran cancellation of a so-called sunset provision, and expanded inspections to include non-declared and military sites.

JERUSALEM (AFP)  Israel arrested six Palestinians suspected of planning attacks targeting Defence Minister Avigdor Lieberman and other Israelis in the occupied West Bank, security agency Shin Bet said Sunday.Shin Bet said the six were affiliated with the Islamic Jihad militant group and were active in the Bethlehem area where they sought to carry out shootings against Israeli civilians and security forces.

In addition, some of the group had been planning to target Liebermans vehicle when he travelled to his home in a West Bank settlement.

According to a Shin Bet statement, the suspects had been trying to obtain explosives to make a bomb, and even reached out to terror elements in (Gaza) for funding.

Upon failing to acquire the materials, they decided to create a fake device to receive recognition for their action and enable further attacks, the statement read.

The six will be charged in an Israeli military court later Sunday.

In 2014, Shin Bet said it had apprehended a Hamas group planning to assassinate then-foreign minister Lieberman by firing a rocket-propelled grenade at his convoy.

[There's] been significant progress in unravelling the confusion over ketamine, with researchers identifying a ketamine derivative that tackles depression with far fewer side effects. And this week, a team of researchers at China's Zhejiang University announced that they've figured out where in the brain ketamine acts when it blocks depression, a finding that gives us significant insights into the biology of the disorder.

The new studies rely on the work of a number of other labs, which have identified a specific structure deep in the brain that's associated with depression. Called the lateral habenula, it's been associated with a variety of activities, the most relevant of which seems to be the processing of unpleasant outcomes and punishment. Electrodes implanted there have been used to relieve depression in at least one instance.

To test whether this might be the site of ketamine's activity, one team of researchers infused the drug directly into the lateral habenula of rats with depression-like symptoms; it blocked them. So did a separate chemical that inhibits the same proteins that ketamine acts on. Tracking the activity in the area, the researchers were able to show that there are bursts of activity in rats with symptoms of depression that are absent in healthy rats. The drugs that blocked depression suppressed these bursts.

Syria Kurds claim striking positions in Turkey "IndyWatch Feed War"

BEIRUT (AFP)  A Kurdish-led alliance in northern Syria said late Saturday it had targeted military positions in Turkey, which is leading an offensive against a Kurdish-controlled enclave.It was the first time the Syrian Democratic Forces (SDF), an alliance of Kurdish and Arab fighters, has claimed a cross-border attack on Turkish forces.

No Turkish official was immediately available for comment on the incident.

Ankara and allied Syrian rebels have waged a nearly month-long offensive on Afrin, a northwestern pocket of Syria controlled by the Kurdish Peoples Protection Units (YPG), which make up the bulk of the SDF.

Late Saturday, the SDF announced it had carried out a special operation against a gathering centre for Turkish soldiers and allied Syrian factions.

It said the position was in Kirikhan, a district in Turkeys Hatay province, and that there were casualties, without specifying what weapons it had used.

We call on civilians to stay away from positions controlled by the Turkish invaders and terrorists, as all military positions are legitimate targets for our forces, the statement added.

Turkish media on Saturday reported that two Turkish soldiers and five allied Syrian rebels were wounded when mortar fire hit a police station in Kirikhan.

The SDF has been the US-led coalitions main ground partner in the fight against the Islamic State jihadist group in the east of the country but receives no direct US support for its operations in Afrin.

Ankara has blacklisted the YPG as a terrorist group, saying it is the Syrian branch of the outlawed Kurdistan Workers Party (PKK), which has waged a three-decade insurgency in southeastern Turkey.

Determined to roll back the YPGs presence along its southern border, Turkey has repeatedly bombed positions held by the Kurdish militia and the SDF during Syrias seven-year conflict.

But the assault Ankara and allied Syrian rebels launched against Afrin on January 20 is Turkeys largest operation yet against the Kurdish forces.

Last week, YPG chief Sipan Hamo said his forces had never launched an attack across the border from Syria into Turkey.

MUNICH (Reuters) Irans Foreign Minister said on Sunday the shooting down of an Israeli jet after it bombed an Iranian site in Syria had shattered Israels so-called invincibility, reacting to a critical speech delivered earlier by Israels premier.

Israel uses aggression as a policy against its neighbours, Mohammad Javad Zarif told the Munich Security Conference, accusing Israel of mass reprisals against its neighbours and daily incursions into Syria, Lebanon.

Once the Syrians have the guts to down one of its planes its as if a disaster has happened, Zarif said.

He was responding to Benjamin Netanyahus address to the conference hours before, in which the Israeli prime minister, holding a piece of what he said was an Iranian drone, accused Iran of trying to impose an empire across the Middle East.

What has happened in the past several days is the so-called invincibility (of Israel) has crumbled, Zarif said of Netanyahus remarks, which followed the Feb. 10 downing of an Israeli F-16 jet.

David Ivry, a former Israeli Air Force chief, told Reuters earlier this month he believed it was the first time an Israeli F-16 was brought down since Israel began using the jets in the 1980s.

Anti-aircraft fire downed the jet as it was returning from a bombing raid on Iran-backed positions in Syria.

It was one of at least eight Israeli planes despatched in response to what Israel said was an Iranian drones incursion into its airspace earlier on that day.

Days ago it bemoaned Weaknesses in IP Protection (fancy words for its harder to sue with patents). So a strength in mental faculties and common sense is being framed as weakness? The article is actually a rant about Canada, India and Ecuador, three countries where public interest (the big majority) was put ahead of Big Pharma. Watch who the blog is citing; IPO is just a front group of patent extremists looking to patent everything on Earth. Who else can they rely on? The malicious lobby known as Chamber of Commerce, which is constantly attacking India* and is engaged in revisionism right now, calling Father of American Innovation a person who was not? He did not even innovate slave ownership (he owned plenty of slaves).

A Life Lesson in Mishandling SMTP Sender Verification "IndyWatch Feed Tech"

An attempt to report spam to a mail service provider's abuse address reveals how incompetence is sometimes indistinguishable from malice.

It all started with one of those rare spam mails that got through.

This one was hawking address lists, much like the ones I occasionally receive to addresses that I can not turn into spamtraps. The message was addressed to, of all things, root@skapet.bsdly.net. (The message with full headers has been preserved here for reference).

Yes, that's right, they sent their spam to root@. And a quick peek at the headers revealed that like most of those attempts at hawking address lists for spamming that actually make it to a mailbox here, this one had been sent by an outlook.com customer.

The problem with spam delivered via outlook.com is that you can't usefully blacklist the sending server, since the largish chunk of the world that uses some sort of Microsoft hosted email solution (Office365 and its ilk) have their usually legitimate mail delivered via the very same infrastructure.

And since outlook.com is one of the mail providers that doesn't play well with greylisting (it spreads its retries across no less than 81 subnets (the output of 'echo outlook.com | doas smtpctl spf walk' is preserved here), it's fairly common practice to just whitelist all those networks and avoid hassle of lost or delayed mail to and from Microsoft customers.

I was going to just ignore this message too, but we've seen an increasing number of spammy outfits taking advantage of outlook.com's seeming right of way to innocent third parties' mail boxes.

So I decided to try both to do my best at demoralizing this particular sender and alert outlook.com to their problem. I wrote a messsage (preserved here) with a Cc: to abuse@outlook.com where the meat is,

School shootings, such as the one which just saw 17 killed in Florida, and terrorist attacks both involve killing large numbers of innocent people. To parents who have lost a child, whichever motive used by the killer will probably matter little.

To those seeking to understand horrific events and figure out how to prevent them, motive matters quite a lot. Clarion and other outlets concerned with Islamism and terrorism have frequently argued that what separates school shootings from terror attacks is that terrorism is motivated by ideology, whereas school shootings are, while abhorrent, apolitical. We have therefore treated them as separate categories of event, requiring very different responses.

We stand by that basic distinction. But if we want a violence-free world a laudable, if distant and perhaps unachievable goal it is worth investigating similarities to see if there are common root causes in play. Dont let the knee-high size of [Hrastovc]s creation fool you. TrackRobot weighs in at a monstrous 60 kg (130 lbs) of steel, motors, and battery. Trumps Affair With a Porn Star Shouldnt Matter (Much) "IndyWatch Feed Nthamerica"

If somebody were to compile a definitive list of dos and donts in politics, Dont have it come out that you had an affair with a porn star while your third wife was at home with your newborn child would probably feature fairly prominently.

It turns out, however, that if your name is Donald Trump and you have already successfully broken every other rule in the book, hardly anybody is going to bat an eye when it is reported that you had a tryst with one of the stars of Trailer Trash Nurses 6.

While the current president has rewritten the political rule book in a lot of negative ways, in this case it might be good that his reported affair with Stormy Daniels or the dalliance that former playmate Karen McDougal said she had with Trump at about the same time isnt a huge deal. Because it shouldnt be.

Sure, it seems to reflect poorly on Trumps character and voters can, and maybe should, take that into account. However, while adultery may technically be against the law in some states, Trump wont be prosecuted for his affair with a porn star. And paying her to keep quiet about it is not illegal. In addition, this happened years ago, long before Trump ran for office.

Perhaps most importantly, even if all of the details of the affair that Daniels described in an interview are true, the public will likely never know the full story. For example, maybe there is a porn star exemption in the pre-nup of the Trumps, or these affairs were somehow sanctioned by Melania.

We dont know and, quite frankly, we dont deserve to know. Its certainly a story that the media should report but we shouldnt obsess over it. Ultimately, this is a private issue and none of our business.

(It must be noted that this specifically applies to the legal behavior of candidates. Having consensual sex with porn stars is not against the law. Neither is bragging about sexual assault. Actually committing such an assault, as Trump has been accused of doing, would be a different story.)

In theory, a case can be made that a candidates character matters. Actually, it should matter. But most voters have shown that it doesnt at least not when the character of their candidate is in question, as we have pointed out before.

Ironically, the people who have figured this out are the Christian conservatives.

Pew Report Sees Zero Net Growth of Muslims in US "IndyWatch Feed War"

A recent study by the Pew Research Center indicated that 23 percent of adult Muslims in the U.S. have left their faith. At the same time, the percentage of adult Muslims who are converts is also 23 percent.

Most converts to Islam (77 percent) were raised Christian.

Of those who converted to Islam:

  • 24 percent said they preferred the beliefs or teachings of Islam to their prior religion
  • 21 percent said they read religious texts or studied Islam before making the switch
  • 10 percent said they wanted to belong to a community
  • 9 percent said they were motivated by marriage or a relationship
  • 9 percent said they were introduced to Islam by friend or were following a public leader
  • 8 percent said they were motivated by family
  • 5 percent said they had found truth in Islam
  • 2 percent said they preferred the practices of Islam

In recent years, about 100,000 Americans convert to Islam annually. According to the Pew report, the same number of American Muslims leave Islam every year, leaving no impact on the religions overall growth.

Of those who left Islam, 55 percent said they no longer identify with any religion, 22 percent converted to Christianity and 21 percent converted to another religion or identity themselves merely as spiritual.

In addition, of those who have left Islam, 22 percent are immigrants from Iran, pointing to the large spike in the number of Iranian immigrants to the U.S. following events leading to and the Islamic revolution in Iran in 1978 and 1979.

By comparison, the number of adult Christians who left Christianity is 22 percent. However, the percentage of Christians who are converts is only six percent, meaning Christianity as a whole loses more people than it gain from converts (in both directions).

Four Indonesian farmers charged in killing of orangutan that was shot 130 times "IndyWatch Feed Enviro"

JAKARTA Police in Indonesia have arrested and charged four farmers with the killing of an orangutan found shot more than 100 times. Investigators in East Kalimantan province, in Indonesian Borneo, detained the four men on Feb. 15 and charged them the following day. They have been identified as 36-year-old Muis; H. Nasir, 55; and Andi and Rustam, both 37. (Many Indonesians go by one name.) As part of the arrest, police also seized four pellet guns allegedly used in the killing. The male Bornean orangutan (Pongo pygmaeus) was found barely alive on Feb. 5 by officials from Kutai National Park in East Kalimantan. An X-ray revealed its body was riddled with 130 air gun pellets. It died the next day from its extensive injuries. Teddy Ristiawan, the chief of the East Kutai district police, said in a statement on Feb. 17 that the five suspects all took turns shooting at the orangutan. Police said a fifth person, a 13-year-old boy, was also involved in the killing, but would not be charged because he was a minor. Dont you just hate cars who take up two parking spots at the mall? Especially when its peak time and youve been driving around for half an hour looking for a spot? Sweden Considers Six Years in Jail For Online Pirates "IndyWatch Feed Tech"

Ever since the infamous Pirate Bay trial more than a decade ago, prosecutors in Sweden have called for a tougher approach to breaches of copyright law. In general terms, the country has been painted as soft on infringement but that could all be about to change.

After reaching the conclusion that penalties in Sweden appear to be low when compared to those on the international stage, the government sought advice on how such crimes can be punished, not only more severely, but also in proportion to the alleged damage caused.

In response, Minister for Justice Helne Fritzon received a report this week. It proposes a new tier of offenses with special punishments to tackle large-scale copyright infringement and serious trademark infringement.

Presented by Council of Justice member Dag Mattsson, the report envisions new criminal designations and crime being divided into two levels of seriousness.

A person who has been found guilty of copyright infringement or trademark infringement of a normal grade may be sentenced to fines or imprisonment up to a maximum of two years, the government notes.

In cases of gross crimes, a person may be convicted of gross copyright infringement or gross trademark infringement and sent to prison for at least six months and not more than six years.

Last year the Supreme Court found that although prison sentences can be handed down in such cases, there were no legislative indications that copyright infringement should be penalized via a term of imprisonment.

For an idea of the level of change, one only need refer to The Pirate Bay case, which would undoubtedly be considered as gross infringement under the new proposals.

Under the new rules, defendants Peter Sunde, Fredrik Neij and Carl Lundstrm would be sentenced to a minimum of six months and a maximum of six years. As things stood, with infringement being dealt with via fines or up to two years imprisonment, they were sentenced to prison terms of eight, ten and four months respectively.

Under the new proposals, damage to rightsholders and monetary gain by the defendant would be taken into account when assessing whether a crime is gross or not. This raises the question of whether someone sharing a single pre-release movie could be deemed a gross infringer even if no money was made.

Riana Pfefferkorn, a Cryptography Fellow at the Center for Internet and Society at Stanford Law School, has published a whitepaper on the risks of so-called "responsible encryption". This refers to inclusion of a mechanism for exceptional access by law enforcement to the cleartext content of encrypted messages. It also goes by the names "back door", "key escrow", and "golden key".

Federal law enforcement officials in the United States have recently renewed their periodic demands for legislation to regulate encryption. While they offer few technical specifics, their general proposalthat vendors must retain the ability to decrypt for law enforcement the devices they manufacture or communications their services transmitpresents intractable problems that would-be regulators must not ignore.

However, with all that said, a lot more is said than done. Some others would make the case that active participation is needed in the democratic process by people knowledgeable in use of actual ICT. US Declines to Pledge More Money to Rebuild Iraq "IndyWatch Feed War"

The Iraqi government estimates that it will cost $88 billion to rebuild the country from the devastation caused by the war with ISIS. Yet at a donor conference in Kuwait last week, only $30 billion was pledged. The money will come mainly from Kuwait, Turkey and Saudi Arabia in the form of grants, loans and investment promises.

The U.S. stated in advance that the U.S. would not be pledging funds at the conference. The State Department noted that since 2014, the U.S. had given Iraq $1.7 billion in humanitarian aid and $6 billion in economic and security assistance.

In a speech to the conference, Secretary of State Rex Tillerson called on other countries to take on such commitments, saying, Everyone in this room has an opportunity to help set Iraq on a new course and contribute to its long-term development.

Iraq claimed victory over ISIS in December, saying they had recaptured all the territory ISIS occupied during the war. ISIS still controls pockets of territory in Syria.

Summary: Universities appear to have become battlegrounds in the war between practicing entities and a bunch of parasites who make a living out of litigation and patent bubbles

THE US has a problem of corporate influence in universities. Not only the US has this problem. As a former academic myself (I worked a few years as a postdoc), Ive seen it from the inside and I still hear about it from friends or former colleagues. Corporations funnel money in exchange for things; even the EPO now pays scholars in the UK and in the US (in exchange for papers that help promote the UPC). Certainly the policy of the USPTO is impacted by this; a lot of academic papers should state openly which corporations fund the authors (or investigators) department/s. Theres danger, however, that by insinuating such corruption of academia one leaves room for patent extremists to attack academics they dislike. So lets just say that scholars are, in general, more credible than think tanks and front groups (like IPO); but theyre not impenetrable to outside influence or even soft bribes.

Why are we saying all this? Well, Scott McKeown, writing at Ropes & Grays site, has just written about an old subject which we covered here before, noting that a federal court will soon wrestle with the questions about sovereign immunity for academic institutions, specifically in relation to PTAB.

Why should universities that hold questionable patents be immune from the law and from scrutiny? That seems to make no sense at all, but never underestimate the power of lobbying. And what makes them a separate sovereignty to begin with? (sovereignty as in sovereign immunity)

ISIS Flag Replaces US Flag at Utah High School "IndyWatch Feed War"

An American flag was replaced by what looked like an ISIS flag at a high school in Utah. The words ISIS is COMI were also spray-painted on the wall of the school, reported Fox News.

The incident happened in southwest Utah at Hurricane High School, which is located in the Washington County School District.

Although police have received tips about the incident, there are no credible leads as yet. The police department said they do not know if the perpetrator was a student or someone from outside the community.

Based on information we received from the FBI we do not believe this act was perpetrated by someone linked to the Islamic State, the Hurricane police department  said in a statement. This investigation is ongoing and investigators will continue to follow-up on leads.

Thank you for your letter to the American people.

As one person in the United States I cannot offer you a representative reply on behalf of all of us. Nor can I use polls to tell you what my fellow Americans think, because, as far as I know, polling companies havent asked the U.S. public about the war on your country in years. Possible explanations for this include:

  1. We have several other wars going on, and the blowback includes a lot of self-inflicted mass-shootings.
  2. Too many wars at a time doesnt make the most desired packaging for advertisements.
  3. Our previous president announced that your war was over.
  4. Many here actually think it is over, which makes them useless for polling on the topic of ending it.

I do want to let you know that some of us saw your letter, that some news outlets reported on it, that people have asked me about it.

While I cannot speak for everyone here, I at the very least have not been paid to speak only for the weapons dealers or any other small group. And I can make some claim to speak for the thousands of people who have signed this petition asking President Trump to end U.S. participation in the war.

According to recent news reports, Trump actually considered doing that. Its even possible that he had ending one of his many wars in mind when he came up with the idea for a big parade of weaponry something that more typically accompanies the ending of a war than merely the celebration of a narcissist. Buckhacker : search engine to find servers that can be hacked "IndyWatch Feed Tech"

BuckHacker: A search tool that allows you to search leaky Amazon Web Services servers

The lives of hackers has just been made a lot easier, thanks to a tool created by anonymous hackers that allows security researchers and cybercriminals to search for sensitive information stored in the cloud.

The tool called BuckHacker scans servers at Amazon Web Services (AWS), a popular cloud computing platform that offers compute power, database storage, content delivery and other functionality to governments, universities and private firms, among others.

The purpose of the project is to increase the awareness on bucket security, too many companies was [sic] hit for having wrong permissions on buckets in the last years, one of the anonymous developers of BuckHacker, told Motherboard in an email.

The search engine is specifically focused on Amazons Simple Storage Service (S3), and S3 servers known as buckets, which is the part of AWS that BuckHacker directly targets and accesses.

Users can search the hackable servers either by bucket name, which may include company or organization name, or filename. Basically, BuckHacker collects bucket names and index pages, breaks down the results and stores it in a database that can be searched by others. Besides returning results for exposed servers, it also returns the entries labeled Access Denied and The specified deposit does not exist.

The project is still in a really super alpha stage (there are several bugs at the moment that we try to fix), the BuckHacker developer added. I was sharing the project privately with some friends but unfortunately then we go public before the time. Actually we are even thinking to shutdown it because is quite unstable.

Amazon has yet to comment on the issue.

South Korean President Moon Jae-in has said that he hopes his efforts to engage rival North Korea at the Olympics will also lead to better ties between the Pyongyang and its other major rival, Washington, as well as help set up talks on ridding the North of its nuclear bombs.

But Moon wouldnt answer a question Saturday about what needs to happen before hell take North Korean dictator Kim Jong Un up on his invitation for a summit. He earlier said lets not get too far ahead on a summit, according to his office.

Moon has yet to accept the North Korean offer, which was delivered Feb. 10 by Kims younger sister, Kim Yo Jong. Hes only said that the Koreas should create an environment for talks.

Theres a reason for his caution: the United States.

Moon likely wants his talks with the North to be accompanied with warming ties between Pyongyang and Washington so theres less chance of aliening the Souths most crucial ally, which keeps 28,500 troops in South Korea to deter an attack by the North.

Some conservatives worry that North Koreas friendly overtures to Seoul are meant to push Washington farther away from its southern rival. This, the North may hope, will ruin U.S. President Donald Trumps policy of maximum pressure, which is focused on slapping more isolating sanctions on the most sanctioned country on Earth.

We are hoping that the ongoing talks between the South and North will lead to talks between the United States and North Korea and eventually to (North Korean) denuclearization dialogue, Moon told reporters at the Olympics media center in Pyeongchang.

Moon said Saturday that a womens hockey team of both North and South Koreans, a squad of North Korean cheerleaders (229 of them, all women) and an opening ceremony that saw both Koreas march together under a flag that showed a single Korea have moved Koreans and people around the world.

A New York resident from Yemen pleaded guilty to terrorism charges in a Brooklyn court, reported Reuters.

Mohammed Rafik Naji, who told the court he was 38 or 39, faces 20 years in prison or deportation.

He was charged with attempting to provide support for ISIS and admitted that he traveled to Yemen in March 2015 where he tried to join the terror organization as well as get someone else to join.

In August, a paid law enforcement informant began communicating with Naji on Facebook. The informant met with Naji many times after Naji returned to the U.S. and recorded their conversations.

After the mass casualty attack in Nice, France in the summer of 2016, Naji told the informant he wanted to stage a similar attack in New York Citys Time Square.

In another terror case in the U.S., a senior Al-Qaeda operative was sentenced to life in prison for killing American troops in Afghanistan and plotting to bomb the U.S. embassy in Nigeria, reported The Washington Post.

Ibrahim Suleiman Adhan Adam Harun, 47, who was also known by his nom de guerre Spin Ghul, was called a person of murderous zeal by U.S. District Court Judge Brian M. Cogan. This defendant killed two young men  and he wanted to kill dozens if not hundreds of other Americans. I cant think of a more serious crime.

Harun, who was captured in 2012, was tried and convicted close to a year ago after a seven-year investigation into his activities. He refused to appear in court for his trial as well as his sentencing but was provided with a video feed of the proceedings in his cell.

SINGAPORE China and Asean are committed to completing code of conduct guidelines to handle disputes in the South China Sea, said Defence Minister Ng Eng Hen on Saturday (Feb 17).

Dr Ng told a maritime security roundtable at the Munich Security Conference in Germany that one aspect of Chinas interest in the island chains in the South China Sea is they present potential encirclement against it.

The approach of Asean member states to these issues has been a pragmatic one, said Dr Ng, noting that the Declaration on the Conduct of Parties in the South China Sea, which Asean and China signed in 2002, took more than five years.

This week, South African President Jacob Zuma was forced to step-down as president of South Africa, following years of attempts to remove him on the grounds of corruption and mismanagement. How did we get here, and what does this mean going forward?

Thabo Mbeki resigned from office in 2008 after the decision by the ANC National Executive Committee that he was no longer fit to lead South Africa and that he would no longer be supported in parliament. This was a result of Mbekis dismissal of Jacob Zuma in 2005 as Deputy President, because of his implication in a corruption scandal. Zuma was later acquitted in court of all charges. Mbeki was accused of misuse of the office and involvement in a conspiracy to remove Zuma for his own political gain.

Mbeki responded to the corruption in the Zuma court case and its use against his presidency by saying:

It was improper for the court to make such far-reaching vexatious, scandalous and prejudicial findings concerning me, to be judged and condemned on the basis of the findings in the Zuma matter. The interests of justice, in my respectful submission would demand that the matter be rectified. These adverse findings have led to my being recalled by my political party, the ANCa request I have acceded to as a committed and loyal member of the ANC for the past 52 years. As analysts told The BRICS Post in mid-December, the recall of President Jacob Zuma by the African National Congress (ANC) will be the first test of its new leader, Cyril Ramaphosa.

This was not easily accomplished and it took a postponement of the State of the Nation Address (SONA) from February 8 to February 16 and the threat of a no confidence motion in Parliament, before disgraced former President Jacob Zuma heeded the call of the party he had given his life to and resigned close to midnight on Valentines Day.

Cyril Ramaphosa was then elected President by Parliament the following day and in his maiden SONA, Ramaphosa reminded the world that both Nelson Mandela and Albertina Sisulu would have celebrated their 100th birthday this year.

This Address should have been delivered last week, but was delayed so that we could properly manage issues of political transition. I wish to thank Honourable Members and the people of South Africa for their patience and forbearance, he said in his opening remarks.

In celebrating the centenary of Nelson Mandela we are not merely honouring the past, we are building the future, he continued.

Radio commentator Chris Gibbons told The BRICS Post in December that it was too early to tell what the impact of a Ramaphosa Presidency would be on South Africa, although he noted that financial markets had taken a very positive view of his election victory.

Its far too early to tell what the Ramaphosa victory means, particularly because of the hung nature of the ANCs Top Six. If he can achieve the recall of Zuma before Februarys State of the Nation speech, along with the installation of a new finance minister, South Africa will be pointing in the right direction, Gibbons said.

Nelson Mandela University Business School Professor Chris Adendorff was equally optimistic when he spoke to The BRICS Post.

All in all I am very excited about what lies ahead and we will shortly see a surge of new investors and countries ready to assist South Africa out of deep waters, he said.
